50:50 in Politics

In 1939, our Tamil Sri Lankan Politician – the Hon G.G.Ponnambalam advocated 50:50 in Parliament. We now call it Equal Rights but not many attribute true credit to that brilliant mind. Australian elections 2016 have confirmed this 50:50 value as per the minds of the voters. Current Sri Lankan Government called it ‘Common Opposition’ to get into power. So long as they maintain the 50:50 Balance of Power – they would be leading true Sri Lankans – made up of Natural Opposites.

A high thinker like the Hon Malcolm Turnbull does not need too much majority to lead Australians. As per my own direct interactions – Mr. Turnbull, like Mr. G.G.Ponnambalam  carries that Equal Opportunity value in his Business mind. To the extent we are investing reasonably in Equal Opportunity values – any leading party needs only 50% vote to maintain Balance of Power and  therefore Harmony between Majority Race and the Coalition of Minorities.  Any more makes them laidback and dull due to complacency. I added my earned status  to the Coalition of Minorities which led to me maturing  into a self-governing Australian – living in the fringes so to speak. Back then I did not know that the rest of my true earnings would go direct to ‘ownership’ Energy which helps me recognize the outcomes I need to maintain my inner harmony.

Back then my expectations from the Government and the Judiciary were higher than the reality of Australian leadership. I stuck to my Truth through all the defeats by that unreliable system and ultimately I was ‘free’ of my own expectations. I still feel sad but there is no anxiety. Just inner Peace. Gradually, I realized that  I was travelling along my own pathway – my own law as per my Truth. I realized gradually  that each one of us develops this personal pathway and when we stay within that pathway – we recognize the Truth of another who blocks that pathway – as being the ‘other side’. Once we recognize this other side – we give form to Truth at that point. It’s a milestone on the way to self-governance. The lower our pathway – the more such milestones we need to give form to. Once our elder daughter said in terms of religion and god – that she believed in her own personal god. That god is the Experience through that pathway of Truth.

In Australia, my legal action against the then Prime Minister John Howard was such a milestone for others of my particular culture – which to my mind responds to all other cultures in my environment. I needed to manifest that milestone  at the point where I was blocked due to Government’s negligence. Once we produce – we are relieved of the burden of our expectations through excessive policy based authority.

 Truth being Universal Power – those who travel as per their Truth would manifest milestones / Facts, each-time there is a challenge to their claim. They are Acts-of-god. The confirmation that I was ‘right’ as per the Destination that the global pathway was leading to,  came when Mr. Howard was physically present at the place of 9/11 attack and was the leader when we had the sad experience of Bali Bombing – majority Australian victims  of that Bombing being from my ‘home’ suburb of Coogee. A true global citizen has the power to return the pain of mind to the opposition – to complete the picture of Truth as the foundation of Lessons Learnt by her/him and needed to be Learnt by her/him and/or by wider world. I did not have any direct participation in the two manifestations – but to the extent I was in genuine pain – I identified them to be ‘Acts of God’ beyond my control. Had I continued to hold expectations of returns due to me – I would not have identified with my own Governing Power through the system of Truth. I did not have any direct participation in the Sri Lankan ethnic war. Hence I was/am able to identify with the Truth and help maintain the Balance of Power needed – by elevating or lowering my visible status as needed.  

Now with the above awareness -  I recognize the side that Sri Lanka needs, to maintain this Natural Balance of Power. I thought in that consciousness when this morning my attention was drawn to the following message forwarded by a Community leader:

‘Sri Lanka PM says difficult decisions have to be made to avert complete collapse of economy’ 

I was already feeling sad that I did not have money to support my younger daughter’s efforts to improve her home. The feeling was strong because I am in the middle of preparing my mind in relation to the upcoming Leave to Appeal hearing in Jaffna – Northern Sri Lanka. I was sad because my husband’s family who migrated to Australia due to my efforts also, devalued my status -  first within the family and later in Mallakam Local Courts, followed by setting us aside during common family occasions. Once this happens – there is no room for ‘internal’ settlement. Hence I published the milestones despite members of my community reducing my status for doing so. Eventually – I recognized in my own mind – only the status allocated by my children and the few individuals who valued me as I was. Given that my current service work is in Vaddukoddai area – the ‘fall’ is significant. I now feel comfortable in Thunaivi – recognized as a low-caste suburb by the folks of Vaddukoddai – the former being the parallel of Asian migrants in Australia and the latter being the parallel of White only migrants in Australia.

The above family and community experience resulted in me denying myself any participation in benefits earned by diverting my energies to that part of the family and community. If not for the Law and Practice of Thesawalamai – which promotes sons to inherit status of father and thus uphold the common status of the family – my husband would have developed his own home – as our unmarried daughter is doing now. My brother in law who passed away was a Bachelor and as per the Law of Thesawalamai my husband inherited the family leadership status – but was denied it by other members of the family.

My sadness came from my realization that I was absorbing the insults and demotions from my husband’s family to preserve that Bachelor’s heritage – whereas I was not able to help my daughter develop her own to a standard our family has earned. It’s a bit like owning the Coogee property but not being able to prevent a Sinhalese stealing my Land in Colombo. Like when I lost against the Management of the University of NSW – I cried and let go of my urge to contribute to my daughter’s home development. Some of the  return came when I identified with the True value in the Sri Lankan economy – at National level. I believe that each one us who identifies with the Truth – influences outcomes to ensure development and recognition of positive  heritage.

"During this meeting, we analyzed the future of Sri Lanka’s economy, and the reasons behind the Nation’s dire economic situation," the Premier said in his official Facebook account today.]

As per my Truth – my ‘economy’ collapsed due to me investing in a cultural system that did not develop the root capacity to sustain expansion and facilitate the multicultural spread due to migration. When my economy collapsed – my status also collapsed – except with the poor in Northern Sri Lanka relative to whom I seemed to have more money. But when I accept that collapse as being of my ‘choice’ to remain ‘local’ I am able to identify with the Truth and manifest that milestone – that those who live off handouts – are foreigners to my pathway. Once they are eliminated from my mind through consolidation and  only their Truth is added – I am free to be reborn in the higher pathway of self-governance. Attachment to physical outcomes keeps us imprisoned within the lower pathway. It’s the gravitational pull that we and we alone can overcome by completing the lower experience however wide the gap between earned and received benefits may be. Hence where there is lack of sharing between the haves and have-nots – the choice is to sacrifice towards our own freedom.

One driven by economy would tend to ‘hoard’ money which would be wasted by the next generation and one driven by votes would tend to hoard status and land titles which would attract ‘foreigners’ rather than co-owners.

One of the feedback comments to the above message went as follows:

[Indrajit is indeed a brave man to have taken up the position of the Gov. of the CB, especially at this time with Sri lanka’s finances in a perilous state !

An accomplished economist with an impeccable career and ideal for the job has taken this up as a true son of the soil  following his family tradition of civil service, but in today’s context the Gov.’s job is not only steering SL through and past economic hurdles but also fighting political fronts and taking abuse.]

To my mind, the new Governor of Central Bank – Dr. Indrajit Coomaraswamy contributes to the maintenance of  50:50 Balance of Power at Senior Management level in Sri Lankan Public Service. In areas that are culturally independent of majority race – one must stay away from the other. In areas that are Common to all Sri Lankans – the 50:50 balance between major race and the coalition of minorities is essential for level Administrative  field and needs to be visible at the top. Hence Equal Opposition in Parliament.

Once this balance is achieved – we are confirming that our minds are ready to use Laws and Principles common to all concerned. We are ready for external knowledge that is certified as being reliable by other higher users. Then we become co-owners in global issues rather than foreigners receiving cheap handouts. The lesson learnt through Mr. Mahendran is that foreigners travel hastily and lose connection to their own roots. A Sinhalese, Tamil, Muslim or Burgher  in National Sri Lankan Politics is a foreigner to a Sri Lankan in Sri Lankan Parliament. They are entitled to use the Common Parliament as per their Truth which pathway would be Independent of the pathways of another group. Such travel would help them recognize the other groups only through independent outcomes produced at the end of that pathway or on the way at the milestone. They are not entitled to  exercise power directly using Rules and Policies that they themselves are not bound by as per their minds. . If Dr. Indrajit Coomaraswamy is more committed to his profession than to the politicians inside or outside Sri Lanka – he would travel through such a pathway and survive and contribute to National Ethnic Harmony – which is of higher value than economic prosperity. When there is Ethnic Harmony in Sri Lanka – the world will come to Sri Lanka through Business partnerships of global values.

Money doesn't buy class.

Our dear friend Dr. Gamani Goonetilleke sent me the message of friendship which included valuable discoveries. One was that late Andy Rooney of CBS ’60 Minutes TV’ program,  learnt  during his lifetime ‘that money doesn't buy class’.

We have the parallel in Sri Lankan Tamil culture – according to which ‘money damages relationships’. How does ‘class’ develop? How realistic is it to claim that  an Indigenous Aborigine could  be grouped as being of the same class as a White Australian; a Pariah be grouped as being of the same class as the Vice Chancellor; the Tamil Community or the Muslim Community or the Burgher Community of Sri Lanka, be grouped as being of the same class as the Sinhalese Community which is armed with the advantage of vote power to form National Government?

Our Australian Prime Minister the Hon Malcolm Turnbull for example stated today, that Labor misled by false claim that  the Turnbull government was going to do away with Medicare. Some of the TV messages give credibility to that criticism. Mr. Turnbull revealed the higher mind through the following message to us:

 “Politics is ... not about the personalities of politics, not about Barnaby (Joyce) and me, not about the media, it’s about 24 million Australians,” Mr Turnbull said.

“It’s about their dreams, their aspirations, their families, their sense of security, their anxieties about the future, about government services, whether they can keep their job, whether they will get a better job and so forth.”

To my mind – that confirmed class.

I am looking for that ‘class’ in the most important matter (as per my mind) currently before ‘my class’ Sri Lankans – the termination and appointment of Central Bank Governor. A Governor is free to act as per her/his discretionary powers. A person who acts ‘freely’ before completing the Administrative and Operational duties of her/his position needs Political Belief  or carries the high risk of acting in breach of the law. Given that the President appointed the Central Bank Governor – if the person is wrong for the position – then the President is automatically wrong for his position. It is to prevent such ‘wrongs’ that we have the Administrative pathways which help lift our minds through higher pathways. Money tends to take shortcuts to status / titles and therefore the above sayings – that it cannot buy ‘class’ and that it damages ‘relationships’. A relationship confirms the existence of  two positions and the laws through which they operate. Every action of ours needs to be passed through those laws to qualify for ‘class’. The highest ‘class’ comes from being True to the position and therefore to the relationship.

In terms of Sri Lankan war – the side that demonstrated higher class through Truth and/or the highest law applicable to the person on the other side – is the true winner. Such person would add value to the place – be it the particular spot and/or the Unit that includes that spot as an intrinsic part of itself – as per the mind of the citizen/official. Foreigners including those to whom that place is not ‘home’ by belief – would not feel this empowerment through Experience.

In the Sri Lankan Central Bank issue – the main concern of those opposed to the new appointment was that Dr. Indrajit Coomarswamy was associated with American Tamil of Sri Lankan origin - Mr. Raj Rajaratnam who was found guilty of ‘insider-trading’ by American Judiciary.

As per the  latest reports in this regard:

[[‘Newly appointed Central Bank Governor Indrajit Coomaraswamy said today he was delivering certain ‘professional services’ as an economist to the Sri Lankan-born jailed hedge-fund manager Raj Rajaratnam.

“My job was to provide him with research reports,” Dr. Coomaraswamy said addressing his first news briefing as the Central Bank Governor.]

To my mind, the accusation by those opposed to this new appointment – are going against the verdict of the People who elected Mr. Sirisena as President,  despite him having been closely associated with former President Mahinda Rajapaksa who is reported to have ‘avoided’ the law in many instances including in terms of financial management. If one takes that as the LAW – by the People – then we need to respect that at the political level any accusation must first clear accusations based on parallel associations. Such is the protection  that a Sri Lankan is entitled to.

Once we discover the Truth and give it form – a relationship gets completed at that level. Any interaction beyond that – needs to be strictly on ‘Business’ basis where the completion happens at a lower level than was indicated by the structure. In some instances the completion is confirmed by transfer of money – as in Dowry to daughters at the time of marriage and Muthusum (inheritance) by sons once the parents die – as per the Law of Thesawalamai applicable to Northern Tamils of Sri Lanka.

If we Australians voted as per our Experience of Governance we would have elected the ‘right’ government for ourselves. If we were swayed by propaganda based largely on how much more or less money we would get – we would have the government that would influence us to speculate and become low class voters. A high class voter confirms and strengthens the mind connection that already exists through governance/ownership  experiences.

Dr. Coomaraswamy states that he provided ‘professional services’ – to the now jailed Mr. Rajaratnam. In 2009-2010, when Dr. Noel Nadesan invited us to the Conference at University of Jaffna – I accepted that invitation strictly on the basis that it was a University (Academic) activity and categorically stated that any services by me due  such participation would be strictly on Business basis. That way I did not go down in my mind, when the previous Government which supported that Conference – went down. The ‘intelligence’ I gained due to that participation helped me have the experience of recruiting a new Vice Chancellor. I still do not know whether the new person in that seat is delivering as per the position requirements. But when there are issues that would affect the University as a whole – I am able to participate in the Experience due to my contribution at that level. That is how Truth takes us to the true class that we belong to in an environment.

A Pariah / Toilet cleaner who has completed her/his duties as per the job and provides services beyond that point without return benefits – becomes an owner and hence achieves ‘all and any class’ status. Such a person is a Governor. It is highly likely that Mr. Rajaratnam would not have been jailed for similar offenses through proper Judicial process in Sri Lanka where money has seriously damaged relationships including at family and community levels. Given that families are the first institutions known to most of us – the Nation could be taken to be the consolidated form of families. If we uphold at least our inherited family structures and/or the Truth – we would become first class voters. If we voted for money and/or status sans belief – we would turn our political fields into kuttai /muddy pits. As they say in Tamil – we become ‘Ore Kuttayil Oorina Mattaihal’ (Rain-worms soaked in the same muddy pit).

Independent Eelam or Equal & Adverse Sri Lankan?

Recently, I received an email from Tamil Broadcasting Corporation – referring me to the discussion in their Nerukku Ner (Face to Face) program about amendments to the Sri Lankan Constitution. It was a healthy discussion and is likely to lead to Global Reserves in the Intelligence bank of the Tamil Diaspora.

My friend Gwen said after reading one of my articles ‘Tell me which side is winning’. Gwen said that that is what she says in terms of cricket because she does not understand the ‘unders and overs’. If it is about University issues – Gwen relates through her own true experience. We need only our Truth to have the Experience through manifestations. The deeper the mind, the higher the pathway through which the experience happens. The higher the pathway  the more inclusive we become.

In Sri Lankan issues, missing has been participation in the matter  of the appointment of the Central Bank Governor which is a highly political issue and not yet  an administrative one. TNA’s contribution as Leaders of Opposition in Parliament, was conspicuously missing. This then means that under TNA Governance  – one would need to ‘import’ persons to such positions. This kind of emptiness happens when one is overly emotional/political.

During the time TNA ought to have actively participated in the above issue – TNA’s leading member has demonstrated focus on Hybrid Court issue. One could understand that educated Tamils have lost confidence in the Sri Lankan system of  Governance and are investing more and more in Global Governance. The Global Tamil mind needs to be applied in Sri Lankan issues to raise matters to Administrative level away from Political clutches. As leading opposition in Parliament – it is the duty of the TNA to raise Politics to Administration through higher pathways. Unless Tamils feel Equal – they would develop Eelam for Indigenous Tamils directly controlled by the Tamil Diaspora. The laws understood by the former  are evolved versions of Thesawalamai which would not apply to Eastern or Hill Country Tamils.

There is a difference between ‘Foreign Judges’ and ‘Global Judges’. Foreign Judges would replace Sinhalese Judges with their country minds. To prevent this, the Sri Lankan issue needs to be first raised to the Administrative level by the TNA and other Tamil leaders in Sri Lanka. In the Central Bank Governor’s matter – TNA as well as the Tamil Diaspora demonstrated bankruptcy in such wisdom.

To my mind, the Tamil community that seeks to self-govern has two alternate choices:

(a)    Eelam only – by travelling Independent of the Sinhalese Politicians

(b)   Common Sri Lankan – through the path of Adversity.

As a lawyer the Hon M.A.Sumanthiran, would appreciate the requirement by Law -  for one of above requirements in Prescriptive Ownership claims. Both cannot be satisfied because they are mutually exclusive.

Tamils of Northern Sri Lanka never voted for the LTTE and therefore the LTTE lacked the mandate to claim the ‘Adverse To’ Title at Sri Lankan level. Their claim was within their geographic area through physical possession/control. They were effectively opposing the voters in their area and they lost to Tamils who chose the Political pathway to elect Government – as demonstrated by Tamils through active participation in elections after the LTTE vacated or was evicted – including by civilian Tamils.

In Sri Lanka, where Prescriptive Title is facilitated by law – physical control at governance level becomes a ‘right’ in areas where the Government has vacated post often through negligence. Hence Sinhala only through the likes of JVP and Tamil only through the likes of  LTTE would continue to be a possibility in weakly administered areas of Sri Lanka.

The way the ‘foreigners’ within UN resourced the Sinhalese Government, the Tamil Diaspora is likely to resource Tamil Insurgency if they carry memories of what happened – without having had the experience. Those who had the experience of being denied their earned rights would be supported by Natural Forces to find their remedies at another time and/or at another place.

Often one would find the weaker minded politician / member of the Diaspora -  relying heavily on what happened rather than finding out why it happened. I have found that when I blame myself first – I am able to bring the others into me to form the true picture. A true picture is the foundation for the true solution.

In terms of  the war-crimes issues – if local Tamil judges, lawyers and high practitioners of law and ethics amongst civilians -  are not recognized by Tamil Politicians – and they seek  outsiders – those outsiders  are ‘foreign judges.’ Only those with legal expertise who have demonstrated active involvement in the Sri Lankan issue – are fit to hold the positions of Judges in Hybrid Court. A judgment need not come solely from the Judges. Lawyers and civilians with deep investment in Law and Order could actively produce the judgments needed by using the Hybrid Court as a facility. In fact, given that the LTTE was claiming the parallel of Prescriptive Ownership Title – their side would be best presented by civilians/lay litigants  without titles within the Judiciary. The TNA has the duty to seek and find such civilians for the Tamil side. Likewise the Lawyer of the Sri Lankan armed forces needs to represent the Government’s side. Such a jury would strengthen the minds of both sides to this war by accepting supervision from a UN Judge representing the UN system.

Shortcuts would result in the Diaspora forming its own separate community independent of Resident Sri Lankan Tamils.

In his article Colombo Telegraph article ‘The Indrajit Coomaraswamy Issue: A Matter Of Decency’, Dr. Dayan Jayatilleka states:

[It was from Beijing that I followed Brexit with the clear realization that just as David Cameron and Jeremy Corbyn, i.e. a bipartisan consensus of Conservatives and Labor, had been defeated, it is perfectly feasible to beat a Ranil-CBK led UNP official SLFP-TNA bloc at a referendum over a non-unitary Constitutional change, falling well outside the 13th amendment.

The quasi-federalist campaign in Sri Lanka would depend on the Northeastern and minority voters, but in the UK, Scotland, Northern Ireland and London all voted to remain. Yet, they lost. In the UK, the blowback has been the threat of a secessionist second Scottish referendum. The Tamil nationalists may get ideas (don’t they always?) but here in Sri Lanka, there is no EU equivalent to join, no second referendum nor referenda which can be activated by Provincial Councils.

In the UK, the Leave campaign was spearheaded by two mavericks, Boris Johnson and Nigel Farrage. Here in Sri Lanka the NO campaign would have such figures further down the batting order, while the nationalist ‘NO’ campaign would be captained by the equivalent of a Churchill or Maggie Thatcher.]

If  Dr. Jayatilleka had drawn the ‘right’  and realistic picture – based on his experience – then the pundit would have named the Sri Lankan parallel of Churchill or Maggie Thatcher.  The indicators are that he draws the parallels through Mr. Rajapaksa (not Mr. Wickremesinghe)  as playing Churchill’s role and Madam Kumaratunga (CBK) playing the Maggie Thatcher role.  Gandhi driven by Truth was a half-naked fakir to Churchill. Likewise at their level LTTE Prabhakaran was a Terrorist to Mr. Rajapaksa. Both intended to reduce  the other’s status from behind – confirming their own weakness in Truth and in Combat respectively. As for Madam Kumaratunga captaining the ‘NO’ campaign – Madam Kumaratunga has become more a Governor than an Active Politician that Dr. Jayatilleka seems to have become.

Dr. Jayatilleka goes on to explain:

[The point I seek to make is that it is perfectly possible and indeed far easier to hit a government hard and topple it if an opposition or resistance movement is both radical and rational, militant while on the Middle Path, occupying the moral high ground and seen to be doing so. Fanaticism will never do more than assuage the militant element of one’s own base, while proving an obstacle to winning over the middle ground and the new, undecided voters. The forces of patriotic popular resistance must be more ethical than the Government; not more fanatical and fundamentalist. This is why Fidel Castro and Sandinista leader Daniel Ortega triumphed (and the Cuban and Nicaraguan revolutions remain quintessentially undefeated) while Pol Pot, the LTTE, the JVP, Al Qaeda and ISIS have failed.]

By conceding that ‘The quasi-federalist campaign in Sri Lanka would depend on the Northeastern and minority voters’  Dr. Jayatilleka demonstrates acceptance of the power of minority which can happen only through Truth which includes true investment in higher Administrative pathway – and not through more politics – including at international level.  I do not know enough about the others – but the LTTE has certainly shown the alternate pathway of Prescriptive ownership to Northerners – the Hon C.V.Wigneswaran being an outstanding example of our times.  The LTTE has also successfully opened the Independent pathway to the Tamil Diaspora. Together they form the opposition  of Sinhala only activists in Sri Lanka and beyond. The two sides are naturally empowered by Al Qaeda and ISIS supporters/followers in Sri Lanka.

The rest are Sri Lankans. To the extent they invest more in Administration of global standards – they would continue to govern Sri Lanka by influencing the Governing force  for which they do not need any official portfolios. In fact for the same level of contribution – one without money or status benefits – has greater ownership Energy. That is what Democracy is all about.  Every minority person who was discriminated against unjustly carries this ownership power. That is how Northeastern minority voters continue to enjoy wholesome  power as Sri Lankans – confirming this latent ownership wisdom imparted by the Land itself.  It happened through their own members living in multicultural areas absorbing such pain of unjust discrimination which when accepted fructifies as ownership investment.  That was the pathway taken by Jesus.

Every Sri Lankan, irrespective of whether s/he is Tamil or Sinhalese – who contributes to raising an issue from Political level to Administrative level becomes Sri Lankan through merit basis and completes the ownership circle. Others using the one-way political path would have to wait for the next generation to complete the ownership cycle. Any just law / principle would help the former group including through local activities. The latter would  need the Experience of physical possession. When pushed it would result in forceful acquisition of others’ titles.  Then we would need Gandhi to redeem us from ourselves.

No Profit No Loss in Public Service

‘As Ceylon Today learns, the AG has pointed out in his report that the government incurred a Rs 1.6 billion loss in only these two instances of Treasury Bond issues because of increasing the bid rate to 12.5 per cent exceeding the interest rate. However, the management of CBSL has failed to rationalize their decision to increase the bid rate.’

What would have been the Auditor General’s report if he had learnt that the Treasury Bond issue produced a profit of Rs.1.6 billion? Would he have declared that Mr. Arjuna Mahendran was suitable for the position of Governor of Central Bank? Good Governance says ‘NO’. Auditors are required to be Independent of Management – including of Public Enterprises in this instance. Auditors ought to observe through existing pathways. The pathway of the Auditor General needs to be different to that of the Management – so the auditor observes and does not participate.

As per the above news report :

‘Pointing out that only long-term captive areas are capable of purchasing the long-term Treasury Bonds, the AG questions why the State bodies like Employees' Provident Fund (EPF), Employers' Trust Fund (ETF) and Bank of Ceylon did not buy them directly.’

Unless there is a rule that requires these State enterprises to purchase such bonds from the Central Bank and that rule was breached – the Auditor General is going beyond his authority to criticize managements of these Public Enterprises. To remain independent – one needs Observation which needs to be clean of participation – mental and/or physical.

The Title  of CEO of Central Bank is developed through a particular pathway. The Title of Auditor General is developed through a different pathway. Indiscriminate criticism confirms that the Auditor General has failed to satisfy the fundamental requirements of an Auditor. The role of the auditor is to observe, verify and report whether the outcome shown reflects a ‘True & Fair View’ of the state of  Affairs of the Central Bank during that particular period. The Auditor General reports on what happened and whether the pathway that produced that outcome was within the laws governing that particular institution. The rules making up  the pathway travelled by the Audit office in its operational area  need to be different to the rules making up  the pathway travelled by the Central Bank in its operational areas. Rights and wrongs of one should not be used by the others for its own business. Any auditor who so uses the outcomes of clients for her/his own business purposes –  disqualifies her/himself from the position of Auditor. Auditor General of Sri Lanka Mr. Gamini Wijesinghe has done just that.

The Title of Central Bank Governor was developed through minds that forewent immediate enjoyment of pleasures for the work they did. This naturally develops a position. Any institution / family is a network of such positions developed by ourselves and/or  others. The relativity between those positions is confirmed through laws and rules that would connect the holders of those positions to each other. When the minds are connected – one naturally uses laws and  v.v. When the minds are not connected or  the laws are different – one needs to assess the other through outcomes produced and prevent the use of one’s laws to explain oneself or use the other’s laws without faith nor understanding.

Hence Equal Opposition in Parliament and Equal Opportunity Laws applicable in Multicultural areas – towards facilitating production of visible outcomes through which one relates. This renders the attraction of diversity.

Where the position is required to be independent of another – the outcomes need to be reported on for the purposes of the other but not ‘used’ in the business of the one required to impartially observe.

The next Central Bank Governor may need to produce strong outcomes to uphold the business of the Central Bank as it is now. How he does this is his business and that of others within Central Bank. The Auditor does not have the authority to praise or criticize on the basis of profits or losses. A loss could be an asset under certain circumstances. Some losses are necessary to save the status of the parent body with outsiders. A true banker would know that pathway far better than an Auditor. When the Auditor does his job to satisfy his position – there would be no space for the others’ business in his mind. The Sri Lankan Auditor General seems to be having much idle time by playing politics.

Truth has won in Sri Lanka

Yesterday, here in Australia, I voted for the Hon Matt  Thistlethwaite at local level and for the Coalition at Senate level. That was as per my feelings. This morning I was happy to note that Mr. Thistlethwaite was leading. A hung parliament is seen as a possibility at the National level. My mind is steady over both outcomes. Strong competition confirms steady mind at the top.

The parallel experience in Sri Lanka in which I ‘voted’ is the appointment of  the Governor of Central Bank. The appointment of a non-political Tamil to my mind, means that I voted correctly through my articles and that someone somewhere had heard my prayers. The voting happens through our Truth. They are the allocation of our Energies to particular issues, matters, persons. Accumulating these Energies would empower us from soul to soul. Like in the case of Electronic gadgets, we  do not know how they work – but we know that they work. To identify with the outcome of Truth – we need to be true to ourselves in that issue at that time. That’s when we have the ‘insight’.

We debate much about Political leadership, less about intellectual leadership and hardly about the role of Truth in manifestations of outcomes. Given that most of us pray – one could conclude that we know that Truth plays a role . Those who are true to themselves will identify with the power of Truth in outcomes that affect them and members of their true network.

At the Political level – one needs basic Trust to genuinely accept the picture shown by the ‘other-side’ – the Opposition.   In the case of Central Bank of Sri Lanka, despite Mr. Mahendran being a Tamil – and was a political appointee TNA members of Parliament failed to take a stand in the above matter.  If they did – it did not reach the eyes and ears of the true network. When there is equal and opposite ownership the issue gets raised to the intellectual discrimination level.  When  this happens, the pathway through which the Energies were expressed by the two opposing sides – becomes the Law that gives order to the mind that follows in the pathway.

In the Central Bank Governor’s issue – the person who held that position during the last regime is reported by observers -  to have been ‘Political’. To bring about a balance at the Political level – the Government needed an Opposite political manifestation. That proved to be Mr. Mahendran.  The parallel of Mr. Mahendran was the Tamil Diaspora network  actively influencing International leaders to bring about pressure on the then Government. This happened through war-crimes accusations being escalated to the international level.

But where even one person who believes her/himself to be Sri Lankan has Administrative wisdom in the issue – and contributes to the outcomes at that time by drawing on that Energy – the issue is escalated to the higher level to uphold the work value of all those in that institution.

This wisdom/feeling of ownership could be acquired through common family and community faith. Mine in Central Bank primarily came in the form of  Mr. Easwarathasan  through community network. As per my knowledge – Mr. Easwarathasan gave up overseas job offers  to return to Sri Lanka and lived there. To the extent he was true to his Institution anyone who has faith in him inherits the ownership value and would demonstrate the value in their own inner makeup. It is for this reason that we perform memorial services to those who have passed away. They become our Natural Gurus to the extent we make the soul-connection.

The announcement that another Tamil – Mr. Indrajit Coomaraswamy without political affiliations has been appointed to fill the gap diffuses the concerns I felt in regards to this matter. I myself feel that I added my Energies by truly identifying with the problem. It happened also when TNA won the position of Leadership of the Opposition in Parliament. Those of us who have governance powers would identify with our investments through the outcomes manifested, provided we get involved genuinely and listen to the voices of Truth.

Each person who has completed the pathway of the official position by doing her/his duty by the position/institution/profession – has this governance power to influence outcomes at the top – through invisible natural voting based on faith. That person’s true heirs carry that person’s guna / traits as their own heritage. They need not be biologically connected to the person nor even be of the same geographic area. One who is true to her/himself would make such connections of heritage value. Then we have the experience beyond local borders. Such experiences confirm the Universal value of Truth.

Political Encroachment into Administration

Over the past few weeks, we experienced the saying ‘Old Habits Die Hard’ sadly through the President of Sri Lanka. When I read that the President had announced  that ‘he would appoint the next Governor of Central Bank’   I saw the Political phantom in the President rising to  interfere with the Administrative functions of the Minister for Finance and the Prime Minister. In Hinduism we call it ‘attachment’ to benefits. Such attachments become downward pulling forces beyond the ‘use-by’ dates of costs and/or benefits.

An Administrator overrides such attachments by bringing to her/his mind – the Costs at the same time s/he recognizes Benefits. A Governor that the President is being made out to be through Constitutional Amendments – needs to rise above that intellectual pathway also to make the connection between Cause and Effect – as if both are within her/him. Mr. Sirisena may occupy that Governing position. But the real empowerment comes from those who have that higher experience. Their Energies connect to the players often without being visible to those observing or being known to the players themselves.

I started making this connection here in Australia when I accepted the ‘defeats’ allocated to me by the Executive as well as the Judiciary. Since I believe/d in Lord Krishna – I was able to work out that this acceptance meant that I was the Judge as well as the one being Judged. Hence I realized that by accepting the ‘defeat’ after escalating the problem as I saw it – to the highest level through Due Process – I became an owner and that my discoveries were the foundation stones for the new policies needed to be practiced by Australians to release ourselves from our sin of Terra Nullius as per our convenience. To the extent Mr. Howard played the political game he had the 9/11 and Bali Bombing happening during his rule. I filled that part of the position that he vacated. Hence I established through Court action that I was his Equal Opposition.  

Today is Federal Election day for us Australians. My vote would be for the member in particular if I were local in my mind. Given that mine is National I would vote for the one that represents Turnbull-Abbott coalition . I identify with  Mr. Turnbull for Administrative values and Mr. Abbott for Political faith as Australians. That kind of identification happens through Truth.

Hence when I read this morning the adaderana.lk news that ‘The new Central Bank Governor will be appointed only after the Finance Minister Ravi Karunanayake returns to the country’ I felt that my following message through my article ‘King Wicki & the Political Phantom’

had reached home:

‘The President is entitled to make such decision for his electorate and/or his profession/portfolio  but not beyond. In this instance such Political right is allocated to the Minister concerned. Within the Institution that right belongs to the Governor who has made the right decision to suspend himself until the Parliamentary Inquiry is completed.’

The dignity of a person comes from the credits allocated by her/himself through her/his Truth. If we are therefore more ‘right’ than ‘wrong’ as per the system we have invested in – we contribute to harmony in an environment where that system is respected and valued. We may seem wrong to others using a different system but so long as we stay within the area covered by our system we would be untouched by those other markers/examiners.

It is in appreciation of this reality that I refrain from ‘judging’ the folks of Thunaivi in Northern Sri Lanka – expect where they are part of the Institutional structure that has developed under my leadership. I reside with them and in areas outside our home compound, I make the connection to the outcomes they produce through their own causal forces which are different to mine. That way I preserve my moral values from being attacked by theirs.

In his Colombo Telegraph article ‘An Anatomy of Arrogance’ Mr. Sarath de Alwis states:

[It is doubtful that our Prime Minister Mr. Ranil Wickremesinghe has read Leon Trotsky. However, I think the Constitutional Scholar and member of Parliament Mr. Jayampathy Wickramaratne PC has read Trotsky who famously said that the “depth and strength of human character are defined by its moral reserves”.]

This expresses approval of Hybrid Court. Mr. Wicremesinghe  would not need to read Leon Triotsky to identify with this wisdom.  Buddha’s teachings alone would do.  In the subject matter which invoked this article – the Power to appoint Central Bank Governor – Mr. Ranil Wickremesinghe has demonstrated deeper moral values than Mr. Sirisena. The author Mr. Sarath de Alwis reveals the skeletons in his own cupboard as follows:

[In those idyllic times of hope in January 2015, I remember calling Mr. Wickramaratne to express my utter alarm, dread, shock and consternation on learning that Mr. Arjun Mahendran was to be appointed Governor of the Central Bank. They were times when Mr. Wickramaratne answered the phone and was ready for a casual conversation with an old acquaintance from the days when we both frequented the Chithra Lane home of the late Hector Abhayavardhana.

He said he did not know about Mr. Arjun Mahendran. I told him that I did not know much about him either. But I said that he was the father in law of Arjun Aloysius the young heir of the House of Aloysius a pivotal player in the Central Bank firmament under Governor Ajith Nivard Cabraal. I thought that the appointment would compromise the new Presidency. Since the interim UNP administration was dependent more on the President, I felt that he could be persuaded to turn down the nomination.]

To my mind, the above is also political interference through the backdoor. Every Governor has the right to contribute to governance. The base of such governance is one’s moral values. One who does not have direct influence as part of an official Administrative system has the responsibility to express her/his opinion as a person  Independent of that official system. The moment we expressly influence an official we are guilty of bribery. Mr. Sarath de Alwis is confessing to being guilty of bribery. Mr. Sarath de Alwis is relating to a member of his group – Mr. Arjun Aloysius who is alleged to have used ‘insider’ information to profit from the bonds issue. If Mr. Arjun Aloysius is guilty of ‘insider trading’ then so is Mr. Sarath de Alwis who was also trying to use ‘insiders’ in the appointment of Governor of Central Bank. So long as Sinhala leaders deny the charge of racial discrimination – they carry the risk of polluting the Administrative system – often through ‘insider-influence’ that they accuse the Central Bank Governor of. The question is what authority does a Sinhala leader have, to subjectively criticize a Tamil, over whom the Sinhalese leader as no moral authority under an ethnically divided Sri Lanka? – as measured by those who have credit points as higher investors in the system of Equal Opportunity?

To relate vertically within the same system, one must have ‘insider’ faith – which Mr. Wickremesinghe has demonstrated he had/s in Mr. Mahendran – a Tamil who has demonstrated experience in Financial leaderhip. That appointment was a major stride in Reconciliation achievements including in the minds of Singaporeans and Malaysians who have strong influence over Sri Lankan Tamils as well as Indian Tamils. Many of us felt that we were honored by that appointment. That went towards healing  the wounds of our losses through unjust discrimination by use of Political influence where Administrative Discrimination was needed. Thus far Mr. Mahendran has revealed that he has enough moral strength to derive value from holding that position.

A leader of  ethnically divided Sri Lanka has no moral authority to accuse or reward a member of another ethnic community until there is Objectively measurable evidence of wrong doing as per the rules governing that position. Only a leader who has demonstrated contribution to bridging that gap to become Higher Sri Lankan – has the authority to judge ‘internally’ on behalf of Sri Lanka. That is Mr. Wickremesighe and not Mr. Sirisena who was part of the old regime. Hence Mr. Sirisena did not have the moral authority to demote Mr. Mahendran’s status outside Due Process.

Sri Lankan Public Service will take a long time to effectively accommodate Democracy in Administration. To my mind, if the Auditor General of Sri Lanka is more advanced than the Auditor General of NSW, Australia, whom I successfully challenged,  he would have identified with my wisdom in separation of powers between Management and Audit which is often difficult in organizations that are not-for-profit and use internal authority to exercise power, instead of separation by producing objectively measurable outcomes.

One who does have strong moral values in multicultural governance would identify with the threats made by Americans and the UN  during this period. Mr. Mahendran through his natural values has stronger natural membership with that group than does Mr. Sirisena and worse Mr. Sarath de Alwis. Every lay-reporter  who writes publicly must stay within her/his Truth  when showing the connection between cause and effect. One who is able to identify with this connection confirms freedom from costs and benefits as well as rights and wrongs. Above that all we do is group ourselves with our Natural families / communities and enjoy peace and happiness.

King Wicki & the Political Phantom

As per Hindu culture we have Asurar as well as Thevar within us. The former rely heavily on Physical power and the latter on Mental power. The class/caste system was also based on this. The way a process worker cannot be measured directly by using the same yardstick used to measure a CEO, an Asuran cannot be measured by the same yardstick as the Thevan. Likewise the Politician cannot be measured by the same yardstick as the Administrator.

The Political influence used in judging the Central Bank Governor became public through the President. The steadiness of the intellectual path was demonstrated by the Prime Minister who is reported to have stated :

“The Governor has said he needs to be exonerated from these charges, or there is no point. There may be charges but none of those charges have been proved yet. If it is proved, I will do what is necessary” – ITN

Politicians, like prescriptive titleholders go directly from majority vote to ownership. This Prescription Ordinance is a beautiful heritage from our Colonial Rulers. It recognizes realization of ownership above legal title where the latter is lacking in belief and the former is full of belief. In rural areas of Sri Lanka’s North and East, where the folks are not wise in law Common to all Sri Lankans – this pathway is well known and rightly so. If someone merely holds land for the purpose of title to ‘show’ as a symbol of wealth – while someone else has worked that land and developed it enough to believe that it is hers/his – then the property rightfully belongs to the latter. Likewise any opportunity left vacant by the legal titleholder.

The simple test for Prescriptive Title/ De facto status   is wholesome physical possession. Likewise, the following requirements are needed for a Politician to override an Administrator:

1.      Be seen to have taken the responsibility continuously from day one of the matter to the day of decision-making

2.       Take a position adverse to the one taken by the Administrator OR act Independent of and be seen to be acting independent of the Administrator.

In the case of the Central Bank Governor it is reported that the President was seen to have acted as follows:

‘On Wednesday morning, President Sirisena addressing an event in Badulla announced that he will appoint the new governor ‘within a few hours,’ however more than one and a half days later; he is yet to make the announcement.’ – Colombo Telegraph

The above report confirms that the announcement was premature and emotional and unfitting of the President. A leader needs Belief based ownership in the institution to make a Political decision. The President is entitled to make such decision for his electorate and/or his profession/portfolio  but not beyond. In this instance such Political right is allocated to the Minister concerned. Within the Institution that right belongs to the Governor who has made the right decision to suspend himself until the Parliamentary Inquiry is completed.

One who criticizes the Central Bank Governor, without logical analysis, is guilty of the very offence s/he is using – in relation to the Bonds Issue – that the rules were not followed. Mr. Mahendran is the Governor and is the parallel of Mr. Sirisena. A Governor needs no external permission to act as per her/his Truth but has the responsibility to give form to her/his Truth after following Due Processes of the Institution. Often that is how new policies are born.  Gandhi followed that pathway and hence was the Natural Governor of India. Yet, many of his actions were unlawful as per the laws of the British Empire. Gandhi accepted the punishment and thus eliminated the British shareholding in Indian Administration to the extent of that punishment.

Belief is needed to limit the excessive use of status-based authority – including through Administration. As per the Hindu Legend Ramayanam – the king of Lanka – Ravana was an Asuran and he was very clever – including as an Administrator. But he and his clan went beyond his territory to disturb the Peace of Ascetics whose intelligence is pure wisdom through sacrifice of physical pleasures which help raise our happiness to the higher level and ultimately realize Bliss. Hence Rama waged war against Ravana and restored the balance needed for Harmony. The solution was for  the Asuras to stay within their territory.  Those who claim Nationalism through language – are of this category. Sri Lanka has confirmed that there are these Asuras in both Sinhala as well as Tamil races. The war in Sri Lanka happened due to these two groups who usually function Independent of each other sending their leaders to  Parliament without converting that space based ‘Freedom’ into Adversity by allocating Equal status to the other.

As per the Colombo Gazette report ‘Government denies claims of delaying tactics in war probe’:

[Foreign Minister Mangala Samaraweera told the UN Human Rights Council in Geneva during the 32nd session today that consultations were taking place with all stake holders in the accountability and reconciliation process…………….

These are the forces of extremism on both sides of the divide, who, in league with the ghosts of the past, wait to rejoice to see Sri Lanka fail to succeed in its journey of reconciliation.]

If the Government is lacking in courage to uphold the Common Truth – Common to all investors in Sri Lanka’s ‘Good Governance’ – the Political Vethaalam (ghost/phantom) will go back to the war tree to climb upside down.

Tamil Administrators had to find cleverer ways of defeating the political phantom. In many ways minorities due to their limited choices at the physical level  tend to accept challenges and forego immediate pleasures of the body and brain. This automatically raises the thinking to the higher level – and one learns to rule by rights and wrongs. Steady mind is needed towards this. Political haste disturbs the mind’s steadiness. A true Buddhist would know this intuitively. The President had the duty to invoke Article 9 and stilled his mind in this issue.
