Article 151 for the Curfew Expenditure?

I learnt through my Chartered Accounting lessons in Sri Lanka, that every debit must have an equal and opposite credit. They are like the two sides of the one Parliament. An Opposition  cannot negate the other but needs to be able to ‘see’ the other side not seen by the Government. The spending of the current government has been put under the microscope by the Hon Ranil Wickremesinghe – the effective Opposition in issues relating to law.

As per Daily Financial Times:

[Former Prime Minister Ranil Wickremesinghe yesterday called on the Government to reconvene Parliament and get the necessary funds approved to deal with the situation that has arisen due to the coronavirus, saying that the President has no powers to draw money from the consolidated fund after the dissolution of Parliament.
“It is difficult to predict when a new Parliament can convene. This is a crisis and this crisis can be resolved only by reconvening the old Parliament and getting the necessary funds approved by the Legislature,” Wickremasinghe said in a statement issued yesterday.
He said funds for the first four months of this year were allocated by the Vote on Account (VOA) last October and the President has no powers to draw additional funds from the consolidated fund until Parliament reconvenes]

Adaderana reports about the Government’s side in this regard:

[Rajapaksa said that Wickremesinghe contends that therefore, after the 30th of April 2020, the present government would not have the legal right to allocate funds for any purpose whatsoever. Former opposition leader Sajith Premadasa has also been repeatedly making the same assertion via the social media, he said.
The PM stressed that under Article 150(3) of the Constitution, the President is vested with the power to allocate funds from the Consolidated Fund to maintain government services after Parliament has been dissolved.
“Hence the public should not entertain any fears about the availability of funds for the anti-Coronavirus campaign and to maintain other government services,” he said.]

Article 150(3) of the Sri Lankan Constitution reads as follows:

[(3) Where the President dissolves Parliament before the Appropriation Bill for the financial year has passed into law, he may, unless Parliament shall have already made provision, authorize the issue from the Consolidated Fund and the expenditure of such sums as he may consider necessary for the public services until the expiry of a period of three months from the date on which the new Parliament is summoned to meet]

As per my interpretation of article 150(3) – it applies where the Elections are determined. The appropriate article,  to my mind is 151 which states:

[151.
 (1) Notwithstanding any of the provisions of Article 149, Parliament may by law create a Contingencies Fund for the purpose of providing for urgent and unforeseen expenditure.
(2) The Minister in charge of the subject of Finance, if satisfied – (a) that there is need for any such expenditure ; and (b) that no provision for such expenditure exists, may, with the consent of the President, authorize provision to be made therefor by an advance from the Contingencies Fund.
(3) As soon as possible after every such advance, a Supplementary Estimate shall be presented to Parliament for the purpose of replacing the amount so advanced.]

Article 149 states:
[149.
(1) The funds of the Republic not allocated by law to specific purposes shall form one Consolidated Fund into which shall be paid the produce of all taxes, imposts, rates and duties and all other revenues and receipts of the Republic not allocated to specific purposes.
(2) The interest on the public debt, sinking fund payments, the costs, charges and expenses incidental to the collection, management and receipt of the Consolidated Fund and such other expenditure as Parliament may determine shall be charged on the Consolidated Fund.]

Obviously, the current government and the President did not ‘foresee’ the Coronavirus expenditure as a recurrent expenditure. This has been highlighted by Mr Wickremesinghe as a ‘crisis’ which it is to many countries.
The Rajapaksa government is known to have abandoned the law during the war. Mr Mahinda Rajapaksa abandoned the law in October 2018 also. It is therefore not surprising that they would abandon the law during this period also. Unless he self-punished himself for those breaches – that karma will mutate and continue to lead any manifestation by him in a law-abiding group.
Corona was rightly or wrongly unforeseen by the current President and the Prime Minister. Hence the provisions of Article 151 need to be the basis. As per this article only and Advance is allowed . This means the actuals need to be Accountable and appropriately approved.
So, did the current government follow Article 151 for the Curfew?

My Australian Family

The Café across the road had a few stools placed well away from each other. It was a sad sight. Coogee Beach is empty. Long time ago when the little daughter of a friend, to whom Coogee beach was ours –  wanted to be taken to our place her parents had said that the beach would be locked at that time. Now looking at the beach – it felt as if we had locked the gates of our beach to outsiders.  We would not have needed to so close the gates, if we had treated each other as relatives. To me this is the deepest lesson from this Coronavirus experience.

A relative in law said about the father – that he would not listen – and went to the doctor’s as scheduled even though they the children had ordered not to go. I identify with that father as if he were a real relative. As per that identity – I feel that he was more self-sufficient than his child who was ‘showing’ affection. I therefore said to that junior – that my children would not dare to ‘tell’ me and for that matter not even my husband would. I went on to say that it was this kind of ‘attitude’ through which parents are made dependent that Coronavirus was winning. Often weak-minded parents lose their dignity as seniors by giving in to such children.

During this Coronavirus fear we the elders are ‘classified’ as the ‘vulnerable’.  As I keep saying to those who are ready to listen to me – where was all this ‘caring’ when I was about to give up on myself at the age of 48 due to what I then thought was workplace problems? My self-imposed social isolation began then. Now I am 70 and the structure that has supported me is mine as per my truth. Whoever did not find it in themselves to share in my pain over the 22 years through  -my openly known problems – are not my relatives. They coexist and socially are a group from whom I need to distance myself.

At  family level – our government is not asking us to distance ourselves from each other. The reason is that in any Sovereign Unit – we hold the solution to anything perceived by us as a problem. During the Sri Lankan war – when suicide bombers were used by rebel leadership – we as a community did not oppose it. Likewise, the Government did not recognize the animalistic behavior of some sections of its armed forces. Instead, it got brainwashed by them.

I was happy to note that at least a few leading members of the Tamil Diaspora identify with my thinking in such matters. This was confirmed by Victor who forwarded me the interview with Dr Pavithra  Vengatagopalan https://www.youtube.com/watch?v=z2k7wXblsFo&feature=youtu.be, who has done Research in Coronavirus family. While emphasising the need for personal hygiene so that the virus would not breed, the lady observed  that we have not found a vaccine that prevents Dengue. Last year – when I went to Sri Lanka in August our relative in Colombo said that a member of the family living there was seriously affected by Dengue. I did not change my plans but I did take as many precautions as I could to protect myself. My root base is my belief. I focused more strongly in praying. I note that our Australian Parliamentarians also did likewise during this emergency.
I believe that our Prime Minister is managing  this very well and was happy to hear our son also say likewise. To me, every citizen has the duty to add her/his support unconditionally through aspects where s/he is self governing. Another professional was critical about the schools not being asked to shut down. I said to me there was no question about individual thought but identify with the positive aspects. In regards to schooling, I identified with it through my own grandchildren who stay at home from today.  Like the PM, I also felt that this would help working parents.

My heart cries for those who lost jobs – starting with those in Coogee who are my immediate family. I believe that by feeling for them – and sharing in their pain – my mind connects to theirs. Amazingly – many of the measures taken by the PM on behalf of the nation – are exactly what I have been doing at my level and at the level of my family. Last week I went across the road to George’s hairdressing saloon – to activate my appreciation of George working at an age when most others of that age, known to me have retired and are indulging in hobbies.  When I heard on the news that hairdressers were not required to shutdown – I felt truly connected to the government led by Mr Scott Morrison and that my sacrifices have gone home and my prayers have been heard to strengthen Australia – my family.  To the extent we therefore take care of our elderly – we have already beaten the Coronavirus mind to mind.

Yoga the way to Positive Self-Isolation

The Sunday Times (Sri Lanka) political editor has written under the heading  ‘People want to know what’s going on; public focus on corona scare not elections’

If this – that people are more concerned about corona than about elections - were true then the lack of intuition by Mr Gotabaya Rajapaksa is confirmed. Aljazeera reported on 03 March:

[President Gotabaya Rajapaksa, who was elected in November, made use of his constitutional powers to dissolve parliament and called for elections on April 25.]

In Democracy the power of the People is the power of the leader. The above confirms that on  03 March (2 days after I left Sri Lanka), President Gotabaya Rajalaksa did not have intuition that Corona was a threat – even though by then incoming passengers were being asked to fill out forms in relation to the virus. This lack of ‘insight’ is confirmed by the following Wikipedia report:

[Sri Lankan government initially insisted that scheduled forthcoming the election would proceed as planned on 25 April despite the coronavirus pandemic in the country, and the authorities banned election rallies and meetings. During the video conference with SAARC leaders, Sri Lankan President Gotabaya Rajapaksa initially confirmed that the parliamentary elections would be held as scheduled.]

As per Article 3 of the  Constitution of Sri Lanka:

[In the Republic of Sri Lanka sovereignty is in the People and is inalienable. Sovereignty includes the powers of government, fundamental rights and the franchise.]

As per the above, if the People believed in March that they needed to focus on the Corona problem than on the elections, then the President failed to pick that up. If the People also did not feel so, then the President had the duty to intellectually mind-merge with other leaders of countries affected and how they were overcoming the problem.

Sri Lanka’s successful management is due to the Health professionals and the belief that the People have in such professionals. But the political editor fails to identify with this but credits as follows, the President who has strong subjective influence over the Armed Forces:

[Give or take a few flaws, the emergency measures put into place by President Gotabaya Rajapaksa are highly laudable. One is the deployment of the troops who played a remarkable role in helping set up detention centres and moving persons for quarantine. The other is identifying those persons who had mingled with those who tested positive for coronavirus. Also playing a relentless role were doctors and medical staff. Of course, there are critics of the government, particularly in the two feuding factions within the United National Party (UNP). They blamed the government for mishandling the issue. One of the major complaints was that the government should have foreseen the influx of passengers particularly from Italy. That was nothing less than a joke. ]

Armed forces were essential for the Government headed by Mr Mahinda Rajapaksa who lacked belief in Common Sri Lanka nor the skills to learn from those who have successfully managed multiculturalism. This resulted in thousands of deaths and demoralised many more. In 2017, I wrote:

[‘Sinhala Only’ and ‘Buddhism Foremost’ were used to empower through law, in addition to majority power – the closest manifestation of Absolute power of Belief. The Law of Truth is the law of Sovereignty. As per this law,  where one side is a member of majority at that place,  to uphold the Sovereignty of the whole, the minority needs to be facilitated to use the law first. Minority in the current environment, who are themselves driven by majority force in their own home-environments of the past, and/or outside that current environment, would fail to prepare themselves to manifest through the law. Hence when they fail despite the facility to intellectually balance themselves to the level of the other side to ensure they have a zero advantage/disadvantage at the start, there is separation due to Natural Forces. Minorities who continue to fight intellectually are the real Opposition. Majority who block that pathway are Traitors to Sovereignty.
Every place where one realises and/or practices Independence is the home of Sovereignty itself.  We need laws and official endorsements for others to beware – so as not to hurt themselves by lessening the value of such persons. Such Independent persons have the support of Natural Forces in returning the karma from wrongdoing. Hence the system of respecting such elders who are taken as being more independent than juniors, until known otherwise.
To my mind, where our base is strong, we would use the law that flows from that Truth as  causal Energy  and would belong in Management. Where our belief in the base is weak, we would tend to be driven by outcomes/effects and hence belong in the group being ‘Managed’ by the above group driven by causal forces. When the two forces are equal at that place within a particular period, that group becomes self-managing Sovereign group. To my mind therefore, it is understandable that Tamils of Sri Lanka, with such a strong management force within themselves,  would reject  laws that they did not identify with as being measures through which their / our contribution to the Land is confirmed . If such laws were accepted that would dilute the Sovereign value of Tamils as a community and therefore the Sovereign value of any country or region that this land is taken to be a part of. ] Miracles of Belief by Gajalakshmi Paramasivam
Around the time that President Gotabaya Rajapaksa announced the election date, I invoked my Australian ownership through article headed ‘MOTHER GAYATHRI  - GODDESS OF WELLBEING’.

The above article was to diffuse the negative Energies that politicians had added to the Parliament that had the effect of learning from others. Some indicators were:

[“I was thinking yesterday, as the member for Rankin, [came] into the chamber fresh from his Ashram deep in the mountains of the Himalayas … barefoot into the chamber, robes flowing, incense burning, beads in one hand, wellbeing budget in the other, I thought to myself: ‘[what] yoga position the member for Rankin would assume … to deliver the first wellbeing budget?’”
The treasurer went on to name a series of yoga poses.
Video footage of the Question Time antics shows Prime Minister Scott Morrison, Nationals leader Michael McCormack and other senior Coalition figures laughing during Mr Frydenberg’s tirade]

Now weeks later – the above group has to find ways of instilling the value of ‘Meditation’ and Yoga in Australians – through abstinence. Those who protested offset the exponential spread. As I said to those who expressed concerns indicated by the self-disciplinary measures suggested by the Government  we have been in social isolation since late 1998 – when my belief in Commonness was expressed at the topmost level (Prime Minister’s level)  to offset the subconscious racial discrimination habit by fellow Australians.  Now I empower the government because I am self-governing through meditation in isolation.

Tourism vs Corona

The way we deal with any problem is strongly dependent on the level at which we receive and perceive the problem. If death is the measure then in Sri Lanka, the war was a bigger problem than the Coronavirus.  Bondi Beach is now limited to 500 due to individuals not respecting the Governments’ rules. They come under the ‘managed’ group. This gives us some indication of the feeling of ‘Being Australian’.

According to published reports accessed by me, Italy ranked 5th in the world for Life Expectancy as well as for Tourism. China ranked 99th and 4th respectively. To my mind, there is a link between this proportion and the Coronavirus which has pushed countries to close their borders to foreigners. If at the time of happening, or soon after, we do not know the cause  we are entitled to classify it as ‘Act of God’ . Once it is Act of God – the cause is common to all. If the cause is particular to an individual or a group – then we need to localise to find the particular cause for that group.

Almost a year ago, we Sri Lankans experienced the Easter Bombing pain. The commonness between the two causal forces is the foreign element. The outer particular cause was highlighted as the Muslim extremism – by a group that was foreign to Sri Lankan Muslims. Sri Lanka’s borders were not closed to foreigners back then, nor to visitors from countries identified with that kind of infection. During the ethnic war – North and East went into lockdown. This continued especially in North after victory was declared by the Government. The real defeat of the Coronavirus is to find a vaccine against it – so that the individual’s immunity against that virus is strengthened. But that did not happen in the case of the ethnic war in Sri Lanka – the Common cause being the Government.

On 31 July 2019, I indicated as follows such  measures, through my article ‘Easter Bombings in Sri Lanka – Déjà vu?:
[As per the above account - in 1942  - ‘Seven hundred people lost their lives in the attack on Trincomalee’. This is much larger number than the number of dead in the 2019 attack. Yet we do not seem to have learnt from that tragedy. Each time a true owner is unjustly killed – the place acquires negative karma. Likewise when a true owner is celebrated at that place – that is the home of that person – positive karma is acquired by that place.
…………………………..
In the Hindu Epic Ramayanam – Lord Rama performed the ceremonies needed to clear Sri Lanka and His own country – India of  any injustice caused by ‘foreigners’ to those who felt ownership in Sri Lanka. This is believed by Hindus to have happened in Muneeswaram – a Shiva temple North of  Colombo. Trincomalee where King Ravana established Koneswaram temple for Lord Shiva – had the power to cause the death (suicide) of the Japanese pilots. Owners have control over their minds. Foreigners are not so protected and hence their minds become weak when desire is stronger than belief. Since truth lives as Energy – such minds are taken over by negative Energy at that place or anniversary of a time. The cure is not through current work but through true believers. ]

When the enjoyment of tourists and foreigners is relatively higher than those to whom that place is ‘home’ – the risk of repetition becomes high. An individual who is self-governing, would carry the cure to face any problem. That is due to our Soul Power. Likewise a  family that is sovereign; a community that is sovereign; and a country that is sovereign.

On 24 October 2018, China Daily published an article headed ‘Sri Lanka ranked No 1 travel destination in 2019 by Lonely Planet’
There were already questions being raised about China empowering the Sri Lankan Government during the war against Tamil militants – who were Sri Lankans and therefore relatives of the government. Since that was never addressed it remained hidden and mutated as the gene that manifested  the Easter Bombing. Socially, Tamils and Muslims became closer to each other and distanced themselves from Sinhala Buddhists who particularised more and more. The mutation was in the form of the attackers saw the enemy.

Dr. Laurence Loewe (School of Biological Sciences, University of Edinburgh, Scotland, UK.) confirms as follows:

“The statement that mutations are random is both profoundly true and profoundly untrue at the same time.”

To my mind, they become random if there are weak members in a group. This is untrue if majority carry the genes/karma.

China, through its Government carried that war disorderly gene from Sri Lanka. It mutated to invoke  the Shangrila fire to indicate to true believers. Eventually it invoked the other side through the Easter Bombers.

Yesterday when I rang our coordinator in Vaddukoddai, Northern Sri Lanka, she said that due to the curfew she would not be able to clean the temple for today’s poojah/mass  but asked me whether she ought to ask the lady living opposite the temple to do so. I said – that the government’s orders must be strictly followed and not overridden by anyone in that community. I worked hard to stop idlers gathering in that temple and the temple is now open only during certain times. I did so as part of my service to bring about Common Order with Nallur temple of Jaffna. No, we do not get anywhere near those numbers. But the order is the same. This would prevent breaches of curfew in that area. In contrast those down South seem to want to party :
[Eight persons have been arrested in Bandarawela for having a party while the island-wide curfew is in force, says DIG Ajith Rohana.]
If Bandarawela folks had failed to learn from the rest of the country’s war experience and hence the partying in breach of government orders.
Until the war crimes are purified by both sides – the infections will continue for sure – not at random but systematically showing a regular pattern – just as SARS mutated as Coronavirus.

Out Goes War and in comes Corona

Our logic varies as per our personal culture and/or as per our environmental culture. Those driven by visible effects make weak mind-connections. The subjective system does not work very well for them. To the extent they are strongly driven by their own personal laws they would tend to be self-sufficient. To the extent they are driven by the common law of their environment, they would tend to move laterally with others who also are followers of those laws. They thus would be successful migrants in countries / regions where such laws are upheld. This could be mental migration. – leading to regionalization and globalization.

The higher mind raises the matter to the higher level and therefore remembers the experience and eventually it becomes that matter becomes positive Energy. The minds of those who absorb the wrongdoing by others instead of taking an eye for an eye – move towards this state. To my mind transcendental meditation is based on this. I myself meditate in my own way – by dwelling on the truth.

During our recent  visit to Sri Lanka, we were in Trincomalee for a few days. Went to Kali Temple and Thirukoneswaram Temple every day. Lord Shiva is the Lord of the mind. Tamil Hindu Saints – Sambandar, Sundar  and Arunagirinathar  identified with the Spiritual connection between Sri Lanka and India – confirmed as follows by Wikipedia:

Sixth-seventh century A.D. hymn, Pallava kingdom
Tevaram of Trincomalee
"Konamalai is the abode of our Lord Shiva, where despite the wrong beliefs and evil efforts of the Jains and those that follow Theravada, the rearing waters of the sea scatter on the shore sandalwood, ahil, precious stones and pearls – all of value high, for where he settled".
The true believer picks up the Energy of True Owners. Those politicians who declared through the Sri Lankan Constitution that they were Buddhist foremost – are naturally excluded from ruling places like Trincomalee where Hindu ownership is confirmed to be the dominant ‘ultimate reality’ is confirmed to have been realised first through Hinduism.  They are part of the group that is identified as one opposing Hinduism which included followers of  Theravada Buddhism.
Where there is lack of logic there is separation in the memory. Where one is driven strongly by visible outcomes this separation is more likely to happen than in the mind of one who believes in seniors who are follow spiritual leadership. Such spiritual leadership need not be through religion. It would not be through particular religion. One who actively recognises a particular religion would automatically disqualify to rule over those who also follow that particular path. They are opposition to each other. Hence the Tamil Political group became the natural opposition in National Parliament in 1977 and in 2015.
Such ‘separation’ would not be in the mind of a person who feels s/he is commonly responsible to all whom s/he serves.
In his Financial Times article ‘COVID-19 must be battled’ , Ravi Perera highlights the inability of the current government to work the civil service:
[While this unintelligent melee provided the coronavirus an unhindered breeding ground, there are a few good men at work to prevent the virus overwhelm the country. The Government-run medical services are working around the clock, under-staffed, with limited resources, they are in the forefront of a life and death struggle. Supporting them closely are the members of the armed forces, working tirelessly, transporting the afflicted, looking after them, building infrastructure, creating purpose built hospital wards, tracing virus carriers, all these activities potentially life threatening to the service provider.
Here again, we see the weaknesses of our million plus public service, unable to adequately respond to emergencies without falling back on the armed forces. One of the often cited features of a failed State is an inadequate (and corrupted) public sector, incapable of providing essential services while holding the system together with an independent and objective approach. Once again, the men and women of our armed forces are proving to be the best among us.]

Here in Australia a good proportion is following the guidelines provided by the government. I myself am. That way if I am more orderly than the ones who fight for the limited goodies, I share my own discipline with that of the government. Our Government in turn is mind-connected to other nations. The current Sri Lankan government is known to be pro-China and it is therefore understandable that the discipline would be strictly subjective. In contrast, Indian Government appears to rely more on its civilian forces than on its armed forces.  This is why it is recognized as a true democracy. If Buddhism was indeed foremost – the current government would rely on meditation at home to stop the spread of virus. Since it is deploying the armed forces – one is entitled to conclude that Sri Lanka has failed Buddhism. Majority  Buddhist Sinhalese voted for a war hero and they got war environment. You get the behavior you reward.

The Ugly and Beautiful Amongst Us

The world is battling against a virus that affects the body. But we live with mind-viruses that kill the  intellectual / logical part of the brain. We do not battle against them. This happens when we do not have faith in those who shared their independent minds with us – starting with our parents and ending with community and social relations.  Below is how I fought against one of them:

Yesterday, around 1640 hrs – Sydney time,  I read the following email. (My computer shows Sri Lankan time due to majority of my emails relating to Sri Lankans. )

From: IT HELPDESK SOLUTION [mailto:myemailbillingnotifications.5745.5865.@online.telstra.com]

My first thought was whether we had delayed payment? I checked our documents and confirmed that it was indeed paid well before the due date. Then I went to the online chat line which usually is helpful when I have email connection problems. This time it did not work. Then I went on the phone and waited through the long delay. While waiting, I recalled lodging a complaint after receiving suspicious calls warning me through a recorded message – that my internet services were at risk of being  disconnected . Back then I fought against it as follows:

[>   I am getting calls saying that my broadband account would be
> terminated. The latest came from 0531937446. My search led me to the
> following details about the user of this number in France: Either the
> operator has undertaken not to provide the identification of the
> subscriber of 05 31 93 74 46 (Red list or opposition number) The
> number 05 31 93 74 46 has not yet been allocated to a particular or
> professional subscriber The assignment of the number 05 31 93 74 46 is
> in progress Or the number 05 31 93 74 46 is not listed
>The user stated
> that my email has been hacked and I explained that she may be
> mistaking that my account was suspended when I used it in Sri Lanka
> but that Telstra had duly serviced me and that I was now back in
> Australia. She went on and on and I said that she sounded like the
> hacker. Then she cut off]

I then contacted Telstra Cyber Security who confirmed as follows:

[Hi Gajalakshmi,
Thank you for letting us know about this.
What you encountered was, in fact, a scam.
These sorts of frauds have been around for quite a while, often impersonating major brands such as Microsoft, Telstra and others. The goal of the fraudsters is to try to gain access to your computer, to your passwords, and sometimes to your bank accounts or other financial information.
Telstra should never unexpectedly contact you and ask for this sort of information and access.
We've also published an article which contains more information about these scams, as well as a few tips as to how you can better identify if a call is truly Telstra, or a potential fraudster…….]

I thanked Telstra and preserved the details. That happened in August last year. The work I did to make the discovery before going to Telstra helped register the experience at the deeper level than if I had gone first to Telstra without doing what I could. I did likewise in a money-laundering scam involving two banks. In that instance, I reported them to the Ombudsman.

Yesterday I forwarded the email to Scott McIntyre of Telstra Cyber Security, who promptly confirmed as follows:
[Hi Gajalakshmi,

This is definitely a phishing scam and in no way an authentic message from Telstra.

Thanks for passing it along - we'll try to get the malicious website taken down.]

I felt good. Later, when going through the mail delivered by Australia Post I felt really valued by the birthday wishes by our State Member of Parliament – Dr Marjorie O’Neill. I recalled organising my mother’s 70th in Canada. The return came from our Coogee Community leader. That is how Dharma works. My  daily emails include some members of Parliament. Since my emails are  belief based – they are my relations. Hence the return.

The Coronavirus is surfacing the beautiful as well as the ugly minds in our community. Each one of us  has the ability to contribute to cleaning the community of ugly minds that  breed the virus of selfishness. Those who spread that virus are as cold blooded as the fish and the phishers.

Recently an Australian Tamil community leader forwarded the following message:

It is appropriate. But it applies also to refugees who take the place of the real victims. For some time they pretend to assist the victims who do not have an alternate place to flee to. But gradually they ‘forget’ to pretend and go to these places to ‘show off’. They end up suffering from early dementia when passive or bipolar disorder when active. If as a community we care about the common mind of our environment  - we need to invest more and more in common values and not limit ourselves to the community that glorifies our status. I believe that by genuinely serving the Tsunami and War victims in Sri Lanka – I developed the ability be steady minded in relation to global experiences that affect my  physical environment also.

Wonderful Caring Australians

When our mind is still – the truth that is positive to us manifests in that environment. This manifestation  may even be through our opposition. There are times when such manifestation is needed towards early detection and prevention of a larger manifestation of the  problem. Discipline goes towards such prevention. When a disciplined person manifests an outcome  and it is accepted or is unopposed – that manifestation strengthens the discipline of the whole. The unopposed manifestation silently confirms acceptance of the disciplinary  action manifested. This deters ‘free’ manifestations by the less disciplined. Thus the value of the whole becomes greater than the sum of the individuals. Discipline/Sacrifice goes towards this invisible strength. When such a person is punished – it confirms lack of discipline in the punisher. If the punished ‘includes’ the punisher in her / himself and the punisher feels remorse the whole becomes more orderly. If the punished separates and the punisher fails to feel remorse – the problem would manifest through the punisher and that manifestation would be  larger than it otherwise would have been.

Such a manifestation happened at the University of NSW reported as follows:

[In April 2002, Professor Bruce Hall was claimed to have committed academic misconduct in medical research by Norman Swan on the ABC Radio National program, The Science Show. On December 23, 2003, then Vice-Chancellor of UNSW Professor Rory Hume produced a report, which found Professor Hall guilty of misconduct in relation to five of the six allegations before him. At least $1 million was spent over three years by the university on a series of inquiries into Professor Hall. As a result of his handling of the affair, which drew criticism from the media and within the university, Professor Hume was pressured to resign by the Chancellor and others seeking his resignation. Professor Hume officially resigned on June 30, 2004 after a breakdown in his working relationship with the University's governing council. Professor Mark Wainwright was appointed Vice-Chancellor in July 2004, having been Acting Vice-Chancellor following Professor Hume's resignation.]  WikiDoc Foundation

On 15 September 2003, I was arrested for Trespass when I went over to speak to Professor Hume – the  Vice Chancellor. The arrest was unlawful but it happened. Had Professor Hume heard me – his report would have been differently structured as per my true wisdom  about Liverpool Clinical School and also the true needs in managing Research grants after manifesting the weaknesses through a meeting with headed by the then head of Research. The proceedings of this meeting  are detailed in Appendix 3 of my book ‘Naan Australian’. Now I realize that that manifestation was destined to happen. I was the democratic strength in that group but I was also the weakest link in their real system which was highly subjective.

There is a Tamil saying confirming this – ‘Veliyila pohra ohnaanai sattaikula pottukolkirathu’ – ‘Taking the Fence-Lizard and placing it inside the dress’. The Fence-Lizard is an example of a problem that seems attractive and controllable to the idle mind.

Between the separation of myself and the separation of Vice Chancellor Hume,  I continuously  wrote emails expressing my truth. These would have been the expressions of others who also were similarly affected but lacked the courage to express. The cumulative truth was waiting to ‘happen’ and it manifested itself to uphold Dharma / Righteousness. It happened due to true Media Power.

When the mind is idle, it becomes the breeding place of our desires followed by fears. The idle mind ‘imagines’ benefits – especially status and if there is no opposition to diffuse it – it goes into fear and depression. The panic demonstrated in supermarkets during this period of Coronavirus spread, is due to desire for hoarding followed by fear of not having enough. Welfare recipients who are not respectful of their providers are most likely to so panic.  A global minded person would share in the pain of victims and therefore would not panic.  In contrast Lesley Dale – a fellow hostess who was booked to stay with us for the weekend – to spend time with her daughter in Coogee wrote as follows:

[Good morning, in light of all medical advice that Australia should go into lockdown we will have to cancel. I can't in all good conscience eat out in a tourist hub and come back to my work in an aged care facility. Our daughter also works in a popular restaurant so has had much contact with tourists. Keep safe and well. ]

What a wonderful caring Australian!
