ENGLISH LAW & LANKAN CULTURE

Last night, I heard on Samugam TV channel - the discussion regarding the proposed declaration by US Congress  that Sri Lanka’s North & East were traditional Tamil Homelands. I received it as per my investment in Sri Lanka’s multiculturalism. In particular, I was satisfied that there was confirmation of acceptance that the LTTE also was also part of the problem. This morning I read Sri Lanka Guardian article ‘The proposed US Congress resolution: Sri Lanka gets fired by its own bullets?’ by Raj Gonsalkorale. The Energy on which I received Raj’s work included my investment in the Sri Lanka Reconciliation Forum, Sydney where I got to know Raj as an individual. I  read also, the interview of an LTTE leader, by Nilantha Ilangamuwa published under the heading ‘Sri Lanka: Selvarasa Pathmanathan alias KP speaks after years of silence’.

Raj introduces his line of analysis as follows:

[In the immediate period before independence and soon after, a minority on both sides, Tamils and Sinhalese, took comfort in assuming they represented the majority although in reality they were safeguarding the interests of the minority that mattered to them. The Britannica quote “To the great mass of Sinhalese- and Tamil-educated residents and unschooled citizens, these values appeared irrelevant and incomprehensible” says it all. There is no running away from the truth that a fraction of the population, the English educated, land owning class governed the country and all its institutions, while the majority on both sides lived as second class citizens in their own country.]

Taking this as the base, let us apply that rule to Raj’s article – in particular the policy value in it. How many of the ‘great mass of Sinhalese- and Tamil-educated residents and unschooled citizens would understand Raj’s article?’ Not many. But when Raj is accepted by the media, it gives the impression that there is high level reception. Ultimately, when Raj becomes his own reader and does not expect / take any benefits for his work – even in thought, the value gets carried exponentially through various avenues including Buddhism but not limited to Buddhism. Take for example the Sri Lanka Reconciliation forum that both of us were actively part of. To the extent we became common minded through that forum, we would naturally bring the core value of each other’s work into our sharing with wider public. Each one who identifies with the core value – would carry it through to their respective home-groups within the ‘great-mass’. I would take mine to my family and to Tamils – say for example those in Vaddukoddai in Northern Sri Lanka – as my ‘attitude’ towards Sinhalese. Likewise Raj, with his ethnic group.

In his introduction to the interview with KP – the then member of the  LTTE leadership, Nilantha introduces Reconciliation as understood by him, as follows:

[He is a case study in searching for the true meaning of reconciliation. He has shown that reconciliation is not merely a game of rhetoric at international forums to gain personal desires but commitments toward helping society uplift livelihoods of ordinary men and women. ]

I would interpret the above as per my investment in Nilantha as part of Sri Lanka Guardian group whose articles I read and valued and contributed to as a writer.

Nilantha shares with us his ‘intelligence’ as per his interview with KP who stated:

[When I was arrested I thought that they were going to deport me. When I landed here, I thought to myself that my life was over. When I heard of the Defence Secretary who is the President today, I conjured up the image that he was a very serious, stern and tough person. When I landed here I thought they would take me to the cemetery. I said bye to my family in my heart and thought to myself that this life had ended, that maybe in the next life I could meet them again.

They took me to the Defence Secretary’s house. When I entered I noticed in the entrance a statue of the Buddha. When I saw the light I got a feeling that I was safe. I was feeling very low at the time but when I saw this light, I felt a little energised. I sat down with the Defence Secretary and he came and shook hands with me. When he sat down and began to talk, I was thinking to myself, ‘What is going on? This cannot be happening to me. This is the opposite of what should be happening to me.’ ]

 Wikipedia presents KP as follows:

[Pathmanathan, Kumaran Pathmanathan or simply KP) (born 6 April 1955) is a former prominent member of the Liberation Tigers of Tamil Eelam (LTTE), a separatist organisation proscribed as a terrorist organization by 32 countries which, until May 2009, was a party to the Sri Lankan Civil War, and sought to create an independent Tamil state in the north and east of Sri Lanka. Pathmanathan was on Interpol's most wanted list for various charges including arms smuggling and criminal conspiracy. He is also wanted by India's law enforcement agencies in connection with the assassination of former Indian Prime Minister Rajiv Gandhi in 1991 and for violation of the Terrorist Act and the Indian Explosive Act. He was arrested on 5 August 2009. Pathmanathan was released from prison on 17 October 2012, when the complaints against him by Sri Lanka were withdrawn]

If indeed, the Sri Lankan government headed by the Rajapaksa brothers had believed KP to be a Terrorist, they would not have released him. The arrest was therefore to intimidate and pick his mind/intelligence in terms of the LTTE monies and weapons. Effectively KP is recognized as an approver, in favour of the prosecution. How could he be expected to reconcile with those who were uplifted by the LTTE?

The Sinhala only policy had the effect of empowering those who invested more in local Sinhalese culture and less in common culture especially at the workplace. During British rule – the passage of values was through respective leaders from the various communities who were also part of the top group of Administrators who were educated through the British system. This brought relationships with those in wider world who also practised that system. Gandhi who was also part of that system – renounced benefits from that system and hence was able to access the minds of British leaders. Gandhi used that intelligence to benefit his home-group which were those masses.

The sacrifice made by Gandhi in becoming part of the masses – and sharing in their pain – connected him to the Universal power on which Democracy is based. That sacrifice was core Energy which resided as ‘Common Intelligence’ in Gandhi.

Mr SWRD Bandaranaike on the other hand tried to handover power as if it were a ‘commodity’. Hence Sinhala only law which the masses would relate to – to unite physically or oppose physically. That laid the foundation for armed rebellion – including against the Buddhist government. That is the way of Asuras who are driven by lower level mind structures.

As a Buddhist, Raj would identify with the system of karma. Laws help us correct ourselves before the effects of our actions go beyond our control. Once it goes beyond our control – it is part of the system of karma which cannot be directly controlled by us. But to the extent we are true to ourselves, and repent our wrong doings we dilute that karma. Hence ‘Sorry Declarations’ to the victims. Once we invoke global laws but withdraw from the global responsibilities – as per global laws – we allow our wrongs to become sins and our rights to become virtues at that level.

Now America has to be conscious of being with the ‘right’ ones including within the Tamil community. Any direct benefit taken from their latest move to declare their acceptance of North and East as Traditional Tamil Homelands has to benefit all Sri Lankans in common and not for the only purpose of war footing against China.

Tamils invoked India and Sinhalese have invoked China. To the extent these were underpinned by belief – they are healthy. Any benefit taken outside that circle of belief would invite war in Sri Lanka – to support which our respective karmas would be added.

Yesterday I confirmed that I learnt about the ‘Five Whys’ system through Mr Siva Anandaciva’s analysis of the Nightingale hospitals. The five whys work for currently active systems open to correction. When they go into the  system of karma one needs Twenty Five whys in relatively new closures and Six hundred and twenty five whys at the next stage and so on. That is how Nuclear power works.

NIGHTINGALES & THE FIVE WHYS

Today’s mail brought response from a UN connected person, with a simple message of appreciation. I felt that my message had reached the common global citizen. It brought also the Twitter sharing by Dr Thurairajah – of the article Kingsfund ‘Was building the NHS Nightingale hospitals worth the money?’ – by Siva Anandaciva – who is presented as UK’s chief analyst in the policy team, leading on projects covering NHS funding, finances, productivity and performance. Both names indicate that they are Tamils / of Tamil origin.

Siva introduces the subject-matter as follows:

[Florence Nightingale received seven unexpected tributes in the 200th-anniversary year of her birth. In late March 2020, as concerns grew that Covid-19 would overwhelm the NHS’s critical care capacity, emergency NHS ‘Nightingale’ hospitals sprung up from Exeter to Sunderland with the aim of supporting the NHS to cope with surging number of people with Covid-19…

England was not alone in pursuing this approach, with countries from Argentina to China also rapidly creating facilities to treat large numbers of patients. And although the quest for more NHS capacity in England involved block-booking capacity in private sector hospitals; adapting existing NHS hospitals to care for more critically ill patients; and developing primary care ‘hot hubs’, long-Covid clinics and (for a brief moment) NHS Seacole centres, it was the Nightingales that often captured national attention and featured prominently in early media reports of the NHS’s response to the pandemic.

The seven Nightingales had different purposes – with some mainly set up as critical care facilities and others designed to deliver step-down care for recovering patients ….. But the hospitals shared at least one common goal (listed on one of the hospitals own websites): ‘Bring hope’.  ]

The purpose of the article is indicated as follows:

[Inevitably then, there have been disagreements over whether the Nightingales – which were created at the cost of more than £530 million – should be seen as white elephants that could never have been used, or as the ‘ultimate insurance policy that were thankfully not needed’.

The ‘five whys’ can be a simple but powerful way of getting to the root of an issue. But two whys may suffice in this case: were the Nightingales a waste of money? Why? Because they didn’t see many patients. Why? Because there weren’t enough staff to run them?]

Five Whys is presented by Wikipedia as follows:

‘Five whys (or 5 whys) is an iterative interrogative technique used to explore the cause-and-effect relationships underlying a particular problem. The primary goal of the technique is to determine the root cause of a defect or problem by repeating the question "Why?". Each answer forms the basis of the next question. The "five" in the name derives from an anecdotal observation on the number of iterations needed to resolve the problem.’

During my challenges at the University of NSW, I often wrote about the importance of knowing ‘why’ more than ‘what’.  Some are indicated in Appendix 1 of my book Naan Australian from which the relevant excerpt is appended below.

I came across the ‘Five ways’ method referred to by Siva, for the first time today. But I was already using the core value of that theory in my work here in Australia in relation to Public Resource Management. How? By being true to myself and attributing credit to my Sri Lankan education which was thus made Universal. I felt that by then, I had become independent of any particular person and this happened by me absorbing discrimination pain without lowering my standards. This I believe, leads to ‘ownership’ in the whole. Owners have intuition and hence Performance Indicators are developed by such owners – to detect problems early and prevent negative manifestations . Through  the communication (below) with the Auditor General who claimed that Performance Indicators could be used in Audits – I was claiming that such use was in breach of the Separation of Powers between the Auditor and the Management.

Siva seems to have made the same mistake as our then Auditor General (AG):

[An investigation by the National Audit Office (NAO) would be the clearest way to cut through these competing narratives and determine if (a) the Nightingales weren’t needed – because other measures both to contain the spread of Covis-19 and to maximise the use of existing NHS facilities were effective; or (b) the Nightingales were needed but couldn’t be used because of a lack of available staff.]

My response is indicated by the following section of my response to the AG:

[You need to get the client organization to publish their non-financial reports that are mandatorily maintained. Public service organizations primarily make goodwill. This can also be positive or negative – profits or losses. They are collected together and are balanced with the total costs through Common Funds. It will be useful for you to develop a standard dollar value for these legal requirements so the People can SEE and know the Truth. Your role is not to help them make a profit but to report whether they are and how much. How about doing one on UNSW? Or State Rail?]

The value of Goodwill is exponential due to its invisibility. It is the Opposition of Covid19 which also spread exponentially due to Silkroad heritage being damaged. In this instance, as per my belief Covid19 prevented wars, by pushing nations to remain within their sovereign borders. To the extent we invested more in medical sciences relative to warfare we were successful in preventing and / or getting cured of the effects of the King-Virus. UK has the parallel of Silkroad heritage through Angel Nurse Nightingale presented as follows by Wikipedia:

[Nightingale came to prominence while serving as a manager and trainer of nurses during the Crimean War, in which she organised care for wounded soldiers at Constantinople. She gave nursing a favourable reputation and became an icon of Victorian culture, especially in the persona of "The Lady with the Lamp" making rounds of wounded soldiers at night.]

I believe that this was the true cause of the British PM’s recovery from the attack by the King-virus, which he also attributed to as soon as he could – as per his conscience. This is also preventive power that would protect the UK from engaging in unjust wars.

The ‘Nightingale’ hospitals are sacred and they cannot be measured by visible or knowable benefits alone. They are like war memorials. We have many of them in Northern Sri Lanka, including in Thunaivi, Vaddukoddai. They are idle most of the time but they confirm reparations that would reduce the possibility of future wars causing pain to those to whom those areas are ‘heritage homes’.

Appendix

Re Public challenge of misleading statements of principles by the New South Wales (Australia) Auditor General Mr. Bob Sendt:

Mr. Sendt wrote on 20 November 2003 in response to my Public demand for him to pay his Dues as an Accountant::

Ms Param, I fully understand that auditors are not to participate in the management of the entities they audit. That is basic. What I said in my report is that external financial reports only give a partial view of the performance of many public entities. Such entities are not established to earn a profit or a return on assets, but to provide services to the public. So to give a true and fair view of how well they are providing services, they also produce non-financial performance indicators. If financial reports are required to be audited – to give the public confidence in their accuracy – then so too should the performance indicators. I fail to see how you can state that this is participating in the management of the entity.

Bob Sendt

NSW Auditor General

My response to the above indicates the deep wisdom I have in Audit and Compliance, largely based on my Sri Lankan training:

Thank you Mr. Sendt for  the prompt response. Most progressive organizations produce both – Financial and Non-Financial Performance Indicators. They  are both for MANAGEMENT purposes and reflect the THINKING and WORK_IN_PROGRESS. If you use Performance Indicators – then you are thinking with them. This is like the Executive Government participating in the Judicial process. Your Non-Financial Reports are the Legal records that these organizations are required to maintain – such as the Recruitment and Employee Assessment records. Where there is a big gap between Law and Practice – it requires YOUR staff to do the additional work. Taking the Performance Indicators distracts you away from this work. It is in breach of the Doctrine of Separation of  Powers. These organizations must be allowed to confidentially do the cooking and it’s up to your staff to do the spy work from the finished product to the LAW and not to their dreams and goals. You are seeking the short path because your staff are not trained to find out from the client staff what is going on. Staff often ‘hide’ information from you because you are third party. So they should. That way your staff would improve their skills. Using client-staff’s work-in-progress deters your staff from thinking through their own specialty = AUDIT on the basis of existing LAW. Then we would become a uniform society instead of a diverse society challenging each other – you within the existing law and the operational staff towards tomorrow’s laws. Challenging leads to creativity – as you can see from me. Gandhi also said that the night he was thrown out of the first class compartment of the South African RAILWAYS was his most creative experience.

You need to get the client organization to publish their non-financial reports that are mandatorily maintained. Or State Rail?

Thank you again for responding. It has helped deeply.

Regards,

Gaja ( effectively in custody)

BIG WARS IN SMALL COUNTRIES

The response from an Australian Tamil Diaspora leader to my article headed ‘TAMIL HOMELAND’ was

[Gaja could you kindly say what you are trying to say in brief and in an understandable language. Effective communication is the high pathway to get connected for us to understand as equals.]

As per my understanding – the above leader speaks for the Common Jaffna Tamil in that group. As an individual his approach would have been more open to logic that his scientific mind would understand. But the above is the easier path for social purposes.

In contrast, Dr Subramanyam Chandrasekharan who was ‘Additional Secretary, Cabinet Secretariat (RAW) and was in charge of India’s Sri Lanka operations for many years’ wrote as follows:

[I recall another saying of blog by Gajalakshmi Paramasivam who said - I quote “Once we are true to ourselves - Truth does the rest”.  But will Xi Jinping and his CCP come out with the truth ever about the pandemic that has led to immense  loss of a million lives and we are still counting?] SAAG article ‘Corona Virus (Wuhan) and the Chinese Hypocrisy’

The difference between the two ‘attitudes’ is the level of investment that one makes in one’s home-environment. If Jaffna is that environment – then one needs to lose consciousness of time and connect to the oldest mind in that environment. This to me was mine due to my respect for elders from the time of Thesawalamai Law particular to Jaffna Tamils. As Dr Subramanyam Chandrasekharan has stated – my way is to be driven by my own truth. My response was :

[You must understand some parts. Others who respond understand other parts. A few identify with the roots. Even if you do not understand my contribution – but do understand others quoted – including the US Congress – then there is some value. Beyond that it is just keeping the line of communication, going within the community]

In the global context, I identify with Gen Gallage who was declined visa to enter Australia ( on the basis of war-crimes allegations) whose interpretation has been published by the Island through article ‘ Chagie picks holes in controversial US resolution’:

[Gen. Gallage dismissed much repeated public assertion the US policy had been influenced by the Tamil Diaspora. The outspoken retired officer said that the latest US resolution should be carefully examined against the backdrop of Sri Lanka-China partnership culminating with the Colombo Port City Economic Commission as well as collapsing of talks on MCC (Millennium Challenge Corporation) Compact and SOFA (Status of Forces Agreement) though ACSA (Access and Cross-Servicing Agreement) finalized in Aug 2017 remains intact.]

Australia would have rejected visa to Gen. Gallage also to tow the line with American Government. These are all kept in reserve when they have the big wars in small countries. The question is why Tamil Politicians failed to express similar belief. Is the clue in the Indian Cultural Hall in Jaffna Town that was recently completed ?

I first heard about the Hall, when I stayed at Jetwing Hotel Jaffna. From time to time I observed workers there but did not know how it was going to shape up. Locals also were curious. Then yesterday, my attention was directed to the report about the newly completed hall at https://www.youtube.com/watch?v=9_HUiyhGwRY. I was happy to note that while I was here in Sydney – unable to go to Jaffna due to Covid – that hall had been completed. It may be Dr Subramanyam Chandrasekharan’s spirit in me, sharing his wisdom in the issue.

My attention was promoted to Colombo Telegraph article  which included the following:

One wonders as to whether there is some connection between the above and the charges brought against Mr Visvalingam Manivannan who was reported to have become Mayor of Jaffna on 30 December 2020. One report stated that it was through EPDP – which is a Tamil party in partnership with the government. The above memorandum was released on 26 January 2021. On 09 April 2021, Manivannan was reported to have been arrested. Daily News of 09 April reported as follows:

[Jaffna Mayor V. Manivannan has been released on bail by the Jaffna Magistrate’s Court.

He was arrested this morning under the Prevention of Terrorism Act (PTA) after he had deployed a new unit clad in uniform similar to the one worn by the LTTE “police unit” during the war.]

Yesterday, Manivannan was part of the presentation mentioned above – of the Indian Cultural Hall in Jaffna. He mentioned that the Municipal Council has already recruited the personnel needed to Administer the Hall. He said also that he was liaising with the Indian authorities concerned in this regard.  Why is this different to Colombo Port City under China? Makes one wonder whether he is Karuna Amman in the making?

Then there was the Chief Minister of Northern Province – Mr C V Wigneswaran who in March 2017,  signed Jaffna’s good governance pact with Toronto’s Mayor – Mr John Tory:

[At the Jaffna Public Library on March 19, Tory signed a partnership agreement with C.V. Wigneswaran, chief minister of Sri Lanka’s Northern Province, as well as the Jaffna Municipal Council, on “good governance, education, library and economic development.”]

Both Manivannan and Mr Wigneswaran have been advised of my book Naan Australian which was appreciated by a few including Dr Subramanyam Chandrasekharan. A true Jaffna Tamil would have demonstrated preference to a Jaffna Tamil above foreigners.

But I took comfort as per the report ‘How China owns Australia after buying infrastructure, land and water’ forwarded by a fellow Sri Lankan – Sri Lanka is a small victim relative to Australia – at How China owns Australia after buying infrastructure, land and water - Daily Mail - Investing in Green Energy (investinggreen.com.au)

[In 1993, China’s biggest airline, state-owned China Southern Airlines, paid the Western Australian government $1 to lease Merredin airport for 100 years to use as a training school for its pilots.

The rural airport, 260km east of Perth, only had two gravel airstrips – but after Chinese investment is now a multimillion-dollar all-weather airfield providing jobs in the region.

However, experts have raised concerns about letting a foreign government control airspace in Australia.

Local pilots say they have never been turned down when they request to land – but in theory China Southern could stop them using the airport at any time.]

Australia plays the big game, relative to Sri Lanka. The Tamil Diaspora as well as the Sri Lankan media may blind themselves to the trade wars in wider world. Makes one wonder whether the LTTE was part of such a takeover by India? But whoever is disrespectful of genuine owners driven by belief would become isolated. The Covid virus has confirmed this in the case of both – China as well as India.

TAMIL HOMELAND

Yesterday, in response to my article ‘COLOMBO PORT CITY & ONTARIO’,  a Tamil Diaspora leader directed me to Sri Lanka Guardian article headed [US Congress moves ahead with resolution to recognize “traditional Tamil homeland”]. I searched for the origin and found it under the Sunday Times Political Editorial headed ‘Government fighting fires at home and abroad’. The sub-column is headed ‘US Congress moves ahead with resolution on Lanka’. It introduces the subject matter as ‘The resolution refers to the north east of Sri Lanka as the “traditional Tamil homeland.”

To my mind, the resolution is confirmation of Vaddukoddai Resolution 1976. When one reads with that as the base, the value of the above would be global. The Sunday Times Political Editorial highlights as follows:

[The House Foreign Affairs Committee was sent the resolution on May 18 which seems to be auspicious for the Tiger guerrilla rump. They secured the “Genocide education week” in Ontario, Canada and held a commemoration event adjacent to Downing Street in London.]

But there is no mention of the Opposition by a Tamil to the ‘Genocide’ claim. This to me,  means  that the Sunday Times does not recognise the Power of One. But the system of Natural Justice does.

The reason why I went to the origin was to connect to the truth revealed by the origin of the report. The Tamil Genocide law was sensationalised by Canadian Tamils who do not seem to have debated it internally within the Canadian Tamil Community. In democracy this Equal Opposition is essential as woman is to man to make children who would continue with traditions. If there was no group within Tamils in Canada with alternate belief, then one has to conclude that all Canadian Tamils consider what happened to be Genocide. Given that I expressed opposition – on behalf of my group which includes Vaddukoddai folks, I am confirmed to be the heir of Independent Sri Lankan Tamil Political leaders.

The existing system, from time to time, blocks our progress. One who is committed to a system and yet is blocked by the system, but lives as per her/his truly - naturally gets promoted to the Universal system. Once within that system – we would connect to the causes that all contributed to and not just us or just ‘them’. The height at which we go into that system – determines how broad our insight is. We do not need any more. The deeper the root the broader our vision.

As per the above report the Resolution is based on the discoveries including the following:

[“Whereas the Northern Provincial Council of Sri Lanka adopted in resolutions calling for an international investigation into alleged war crimes committed during the armed conflict and for a U.N.-monitored referendum in the northeastern region of the island to support the development of a permanent political solution]

Recommendation 7 upholds this as follows:

[(7) urges the United States to work with the United Nations General Assembly, the United Nations Security Council, and the United Nations Human Rights Council to establish a credible and effective international mechanism for accountability for the grave crimes committed during the war in Sri Lanka.”]

Those Tamils who were committed to law and order at its highest in Northeastern Sri Lanka and expressed and acted beyond that as per their truth – contributed to the above global level partnership. They would not refer to ‘what happened’ as Genocide. All those who did refer to it as Genocide – get dismissed by the current global political system.

COLOMBO PORT CITY & ONTARIO

[The United Nations Genocide Convention, which was established in 1948, defines genocide as "acts committed with intent to destroy, in whole or in part, a national, ethnic, racial or religious group, as such" including the killing of its members, causing serious bodily or mental harm to members of the group, deliberately imposing living conditions that seek to "bring about its physical destruction in whole or in part", preventing births, or forcibly transferring children out of the group to another group. Victims have to be deliberately, not randomly, targeted because of their real or perceived membership of one of the four groups outlined in the above definition]

All reliable laws would lead to truth. Truth when manifested at physical level is referred to as ‘fact’. The former is the parallel of soul and the latter is the parallel of the ‘person’ who carries the soul. As per my realisation, when we are true to ourselves, we live through our soul-power which is nuclear energy within. Once Energy – that automatically joins the Universal Energy / Prapanja Shakthi.

When Canadian Tamil politicians claimed that what happened in Sri Lanka was Tamil Genocide – it was not corrected by their leaders / elders – be they Canadians and/or Tamils. It resulted in the Tamil Genocide Education Week Act being passed by the Legislative Assembly of Ontario in May this year. Any policy expression in parliament needs to be underpinned by belief.  Otherwise, manifestations in the name of such law would become the law when opposed. As per the Morning report the Bill included the following preamble:

[ “The Tamil community in Ontario is one of the largest concentrations of Tamils outside of South East Asia. Tamil Ontarians have families still suffering in their homeland in the North and East of Sri Lanka. They have lost their loved ones and have been physically or mentally traumatised by the genocide that the Sri Lankan State perpetrated against the Tamils during the civil war which lasted from 1983 to 2009, and especially so in May 2009.

“Acts of genocide against the Tamils started in 1948 after Sri Lanka gained its Independence, and were perpetrated through Sinhala Buddhist-centric Government policies, pogroms, land grabs, and ethnic cleansing. The United Nations (UN) estimates that in May 2009 alone about 40,000 to 75,000 Tamil civilians were killed. Other estimates place the death toll at 146,679 civilians.

“These figures only reflect the death toll in 2009 leading up to 18 May, the day on which the civil war ended. The loss of Tamil civilian lives during the genocide, which continued for decades in Sri Lanka, is much higher. In addition, the Sri Lankan State has systematically disenfranchised the Tamil population of their right to vote and to maintain their language, religion and culture. ]

The war is confirmed to have started in 1983 and ended in 2009 during which period Genocide is claimed to have happened. Then the Bill goes to 1948. The manifestation in 2009 is indicated to have been caused by Sinhala-Buddhist-centric policies of the Government. Is this true or false?

It is true that the Bandaranaike government brought in Sinhala only as official language policy in 1956 and  Buddhism Foremost article in 1972. They were both purely political. The former was confirmed by the passage of ‘The Tamil Language (Special Provisions) Act 1958’ followed by the 13th Amendment in 1987, when Tamil was also made the official language in the constitution. To continue to ‘show’ that as the cause of the war is to negate the value of the contribution by those who actively fought against the Policy and/or died in the process.

Canadian government has facilitated the Great Heroes Day celebrations by Tamil Activists, including through the Tamil Genocide Education Week Act which ends on their Great Heroes Day. My attention was drawn today to the posting in the official account of the U.S. Ambassador to Sri Lanka, which posting includes the following:

[at its heart, Memorial Day is a day when Americans reflect on the sacrifice of those who have given their lives in military service]

If Tamil Nation is taken as the parallel of America, then that declaration was made by Tamil Politician through Vaddukoddai Resolution 1976. The Tamil military that died in 2009 was led by those who killed these politicians. May is significant in that it was on 21 May 1991 that Rajiv Gandhi was assassinated. It’s a day of mourning for Tamils – including Indian Tamils. The memorials on 18 May wipe out all those political achievements so they can take it all.

Memorials confirm heroism. Genocide confirms lack of heroism.

China’s government is being found fault with including by Tamils – as takeover of Colombo Port City. By passing the Genocide related law, is not Canada allowing Tamils to abuse their parliament to be taken over by LTTE supporters?

The ethnic issue was/is  a program that began with the departure of the British as rulers. It is ongoing and is healthy – so long as we have intellectuals who are able to oppose on Equal terms as majority. The armed war was a project that had a beginning and an end. Canadians who treat the ethnic issue as a project limited to the war are stealing Sri Lanka’s Opportunities to learn and improve.

Sri Lankan Tamil heritage is strongly based on family relationships which extend to the community. When seniors are killed by juniors – that is like the child killing the parent. Those who limit themselves to the younger generation are doing exactly what they claimed the Sri Lankan government did.
