Gajalakshmi Paramasivam – 17 February  2015

Sri Lankan Enlightenment

Tonight is Maha Shiva-Raathri – Great Night of Lord Shiva – the Lord of the Mind. Hindus maintain vigil throughout the night and as a young adult I often observed this sacred vigil at Ramakrishna Mission in Colombo – thanks to the elders in Myuran Sukumaran’s family - about whom I wrote earlier this morning. (Indonesia – Demoting Itself - http://austms.blogspot.com.au/ ). At the time of writing the article I did not know that tonight was Maha Shiva-Raathri. But after writing that article I felt really good and kept thanking Lord Shiva as I lovingly polished the statue of Dancing Shiva while listening to Shiva Music. Lord Shiva is invoked to kill speed – so the mind is steadied. Later I received email from Ramakrishna Mission informing me that tonight was Maha Shiva-Raathri. This was followed by mail from a fellow Australian Tamil with the following message:

THE BRICK

A young and successful executive was traveling down a neighborhood street, going a bit too fast in his new Jaguar. He was watching for kids darting out from between parked cars and slowed down when he thought he saw something. As his car passed, no children appeared. Instead, a brick smashed into the Jag's side door!

He slammed on the brakes and backed the Jag back to the spot where the brick had been thrown. The angry driver then jumped out of the car, grabbed the nearest kid and pushed him up against a parked car shouting, 'What was that all about and who are you? Just what the heck are you doing? That's a new car and that brick you threw is going to cost a lot of money. Why did you do it?' The young boy was apologetic. 'Please, mister....please, I'm sorry but I didn't know what else to do,' He pleaded. 'I threw the brick because no one else would stop...' With tears dripping down his face and off his chin, the youth pointed to a spot just around a parked car.. 'It's my brother,' he said, 'he rolled off the curb and fell out of his wheelchair and I can't lift him up.'

Now sobbing, the boy asked the stunned executive, 'Would you please help me get him back into his wheelchair? He's hurt and he's too heavy for me.' Moved beyond words, the driver tried to swallow the rapidly swelling lump in his throat. He hurriedly lifted the handicapped boy back into the wheelchair, then took out a linen handkerchief and dabbed at the fresh scrapes and cuts. A quick look told him everything was going to be okay 'Thank you and may God bless you,' the grateful child told the stranger. Too shook up for words, the man simply watched the boy push his wheelchair-bound brother down the sidewalk toward their home.

It was a long, slow walk back to the Jaguar.. The damage was very noticeable, but the driver never bothered to repair the dented side door. He kept the dent there to remind him of this message: 'Don't go through life so fast that someone has to throw a brick at you to get your attention!' God whispers in our souls and speaks to our hearts. Sometimes when we don't have time to listen, He has to throw a brick at us. It's our choice to listen or not.

I felt deeply moved when I read the line ‘God whispers in our souls and speaks to our hearts.’.   I felt that the feelings I was experiencing after writing the above mentioned article were due to me hearing the Lord within. Lord Shiva is the Lord of the Mind. Lord Shiva is known to govern us by killing the speed of the surface thinker. When the passage between our mind and our heart is cleared of desires we hear the Lord within.

Today, for the first time, I received a message which confirmed that I was finally included in the email listing of  Dr. Dayan Jayatilleka.  On Friday, 13 February I wrote in relation to Sri Lankan governance issues  ‘I received the message about the Resolution  through the Sri Lankan Diaspora, independent of Dr. Dayan Jayatilleke who unlike many others has not reciprocated my gesture of including him in my email list. I concluded that to him I am not a cow with a bell – like Chief Minister Wigneswaran is.’  Given that the cow is associated closely with Lord Shiva – to me it is significant that I received the above confirmation today- confirming the mind connection.

Dr. Jayatilleka’s article was also  about Sri Lanka’s Foreign Relationships and it started with the line:

[“…we’re going to talk today about President Sirisena’s thoughts about how to move Sri Lanka away from 30 years of war with the Tamils…”– Secretary of State John Kerry, Feb 12, 2015]

Dr. Jayatilleka  explains his reception of the above as follows:

[US Secretary of State John Kerry’s welcoming remarks on the occasion of his meeting with Sri Lanka’s new Foreign Minister revealed two basic truths. Firstly, that even at its most friendly, the US has a slightly prejudiced, if not warped perception of Sri Lanka. Secondly that Foreign Minister Samaraweera is no Lakshman Kadirgamar, the man he succeeded during his first stint in the post under President Rajapaksa.]

First of all Truth stands on its own rights. If the above statements are taken as expressions of Truth – they must stand the test of all genuine investors in this issue.

US prejudice against Sri Lanka

America is known to have invested in common principles of Democracy & Equal Opportunity, much more than Sri Lanka has.  The way the war in Sri Lanka is assessed would be relative to such investment by other governments. The assessments of Mr. Kerry as an individual is not for public consumption. Likewise the position taken by all of us. Those like Dr. Dayan Jayatilleka, who take a position beyond position portfolios – are governors and they have the responsibility to speak the Truth and nothing but the Truth.

Position of Minister for Foreign Affairs

In terms of Minister Samaraweera – he should not be expected to form pictures in the same manner as Mr. Kadirgamar did when the latter was Minister for Foreign Affairs. The expectations from that restricted position needs to be different to our expectations from the position during Mr. Kadirgamar.  Minister Samaraweera’s performance needs to be assessed as per the requirements of the current position in the new picture of governance drawn after 08 January Presidential Elections. If the individual is taken without his position responsibilities – then our assessments are speedy and lacking in balance.
Dr. Jayatilleka goes on to state ‘ So, either the US views the LTTE as being representative of the Tamils or it thinks that Sri Lanka waged a war for 30 years against the Tamil community.’

Further reading of Dr. Jayatilleka’s analyses leads us to :

[For his part, Foreign Minister Mangala Samaraweera not only failed to diplomatically correct the utterly false perception of and unfair reference to our country and implicitly its armed forces, he failed to mention the 30 years of war at all!]

If reference to Sri Lanka’s war implied the armed forces – then reference to Tamils includes the LTTE.  Neither represents the whole.  Both include the armed forces in their Political representation and rightly so. In addition – let’s not forget that the previous government included LTTE leadership in its own government picture.

Dr. Jayatilleka goes on to state:

1.      we’ve been peaceful and prosperous for five years, on President Rajapaksa’s watch
2.      Sri Lanka is not in transition from a military or any other kind of dictatorship or autocracy. It was always a multiparty democracy in which competitive elections were held. This time the Opposition won and there was a smooth transfer of power following a peaceful election.

These are largely on paper. While President Rajapaksa may have believed that he needed force beyond democratic levels to match and eliminate the Tamil armed force – it could by no measure be referred to as being ‘peaceful and prosperous’ during the 30 year war. Five years of relative harmony – was maintained by exercise of subjective powers and not through the path of Democracy.

To my mind, Sri Lanka has been running on military basis over the past 30 years – due to both sides – the LTTE and the Government.  Most of us accepted that as the only way known to the Sri Lankan Government.  To state that it was not autocratic / dictatorial is an insult to all of us who cooperated with the just expectations on both sides – each as per their Truth.

Finally – about the Indian influence:

[India can play a very constructive role in the economic, political and diplomatic arenas. Just recently the elected semi-autonomous Northern Provincial Council of Sri Lanka’s Tamil majority area passed a Resolution with the outrageous and aggressive allegation that successive Sri Lankan Governments since Independence in 1948, committed “genocide” against the Tamil community. India can help Sri Lanka’s rehabilitation process by helping oppose trends towards political and ethnic radicalization and polarization. It can do so by making it very clear to Sri Lanka’s and South India’s Tamil politicians that Delhi strongly opposes such a Resolution and will not countenance such anti-Sri Lankan and potentially separatist postures on the part of the Tamil politicians. ]

To my mind, as a Tamil – Northern Sri Lankans need this influence of Tamil Nadu to balance the majority power by the Sinhalese in the minds of both sides. When majority power is openly used by one side as Administrative power  - one needs a subjective opposition power to diffuse the excess. Tamils are entitled to this – so long as it is not in breach of Sri Lankan laws. Used appropriately it would contribute to globalization of Sri Lanka as a nation.

If we are truly committed to Truth we must seek within ourselves. Once both sides accept their side’s weaknesses as their own and present themselves as One community  standing on its own rights taking  its true status – Sri Lanka would be democratic and would heal itself. The more we point fingers at others – the less likely we are to cure ourselves inwardly. The Global Community led by the UN has facilitated this internal healing by delaying the International assessment.  As per Tamil Diaspora, the next report is due not in March but in September this year.  Someone within the UN must have heard the genuine Sri Lankan voice. Haste through political games would result in opportunity cost in terms of developing Democratic Administration that would make it easy for other Democracies to read us.

Indonesia – Demoting Itself

The news reports say ‘Bali’s Governor Made Pastika has called on Australians not to boycott Bali and for the Australian Government to respect Indonesian law.’

Every true Australian will boycott all places of Tourism in not only Bali but all places covered by  Indonesian Law. The Australian Government does respect Indonesian Law. It is the Indonesian Government that does not respect Australian Law as an Equal and that therefore Australians are  outside Indonesian jurisdiction. Any Australian to be punished by Indonesians through a structured path  as opposed to Natural path - has to be covered by Regional or Global agreements and Conventions including UN Conventions. Indonesian actions in killing Australians through its own local laws is without such agreement or higher authority beyond its own.

Our Prime Minister the Hon Tony Abbott said ‘I feel sick in the pit of my stomach about what is possibly going to happen to these youngsters’.  My heart went out to him for being a ‘good prime minister’. The commonwealth of Australia in terms of Human Resources has been strengthened by such feelings by the Prime Minister including for migrants of this nation.

Gandhi boycotted British-made clothes during his struggles for independence. Balinese need to appreciate that this is also about the Sovereignty of Australians. Even at family levels – we do not have the right to enter what we believe to be another’s home, without their approval and we do not have the right to kill someone who has entered our home – except in defence. Indonesia killing Australians without the authority of Higher Laws is of the latter category. It is like sending Indonesian troops to kill Australians in an Indonesian home. We entered with permission. We did not trespass. We did not enter Indonesia for the purpose of illegal activities against Indonesians. Hence the killing of these two Australians amounts to Murder. Where the law is flawed it becomes the weapon for emotional expressions of dislike. The suffering of Indonesians committing the same acts as Australians would have different value in their minds due to the difference in forms and paths of  belief.

Yesterday, my attention was drawn to the site Gaja Wines - Buy at Berry Bros. & Rudd. I am a teetotaler by culture. This does not mean that I look down upon those who drink wine. I would however do my best to prevent excessive use of wine in all places that are home to me and all groups that are family to me. Where I cannot prevent consumption at the physical level – I would do more to strengthen the mind of those to whom I feel connected – through my own credits with the system of Truth – the best medicine for an unsteady mind.
A fellow Sri Lankan wrote ‘Gaja, Dr. H    thinks wine is very good for both mental and physical health!  Even Christ’s first miracle was changing water into wine despite the drunkenness of his disciples at the wedding feast in Cana.’

I responded as follows:
In  my own way  I think that wine or any intoxicant – including sugar is good so long as we keep it within healthy limits. To have wine to be active in service is confirmed by wine being served by Christians in Church. It’s the parallel of sweet rice for Hindus. The brain likewise needs to be balanced by limiting information to functional levels. If we register someone praising us without disciplining us – from time to time – we are likely to become unsteady / intoxicated. If we know that we do not need it – just submit those excesses to the Lord.’

To the Australian mind, use of weapons by unauthorized persons would be the parallel of drug offenses to Indonesians. The reason is that our freedom to react with weapons has been denied and regulated through Australian Legal system – to a much stronger level than in Indonesia or Sri Lanka. The Australian Government invests strongly in such systems to protect our freedom of movement.  Those found guilty of Terrorism through the Australian mind would therefore be punished more deeply in those minds, than they would be by the Indonesian mind – that failed to prevent Bali Bombing or Sri Lankan mind that failed to prevent the killings through the ethnic war.  Ultimately it is the mind that punishes or gets punished. The law is only the pathway.

If therefore these young Australians had consumed the drugs in Hindu temples of Bali – at a time when Bali Hindu culture was based strongly on abstinence of intoxicants, they would have earned the severest of punishments by Hindu Balinese. Such punishment should not be in excess of the value of the Balinese mind that was damaged.  Indonesia has the moral authority to give form to such punishment through special Balinese Customary Laws and NOT through General Indonesian laws based largely on Muslim mind structure. To the extent Balinese are naturally ‘free’ in terms of tourism their laws need to be different to those of Mainland. Possession alone does not confirm ownership. On the other hand, belief  without possession – physical or legal – is higher ownership. The former then needs the approval of the latter to ‘use’ the land. Hence Indonesian Government made up largely of Muslims needs to take its place as ‘user’ of Hindu Bali and not take up authority as ‘owner’.

The applicability of  Customary Laws to local populations was respected by Dutch Rulers of Ceylon/Sri Lanka. Hence the law of Thesawalamai for Jaffna Tamil Community that Sukumaran is part of.   Myuran Sukumaran may not be conscious of this structure. But to the extent he and/or his family feel included by the Tamil community – this independent mind structure would influence his own thought process. Ultimately – if he is ‘free’ of any guilt after  balancing the actual damage caused – by serving  jail sentence – and yet is killed as if he did not repent and compensate for damage caused to the minds of those who believe Bali to be their home – his death  places a curse on Indonesian Sovereignty. When we are genuine – the effects happen through God’s system. To the extent we become messengers of God – our efforts as if we are Chan and Sukumaran – would strengthen our feelings of Sovereignty and also protect all communities that we feel part of.

Death is a certainty for all of us.  How we die confirms the Truth not only about us but also about those involved in our death. Gandhi who deserved to die naturally  was killed by a Hindu Indian.  Jesus was also killed by the Government of His time. In both instances the individuals were killed due not only to their Truth but their FEELINGS for their fellow men and women which influenced Them to share their Truth to heal the minds that had been suppressed by servitude. The killer as well as the killed are brought together through such high souls who have surrendered their individuality to commonness. Their death therefore surfaces the ‘outsider’ for whom also they died. Thus the killer’s status is lowered to the bottom when such souls die due to the actions of  others.

Chang and Sukumaran are not Jesus or Gandhi. But as Christians they have the power of Jesus in them. In addition, Sukumaran with his Sri Lankan Tamil origin carries the power of Gandhi in him – to the extent that Community has invested  in Gandhi’s path of Truth. I am part of that community.  Both men now represent their families, Communities and Nation in real and natural terms. These are of exponential values through family, community and national feelings. The parents of these two young men have confirmed their family values through their open support and always being there for the young ones. The Tamil Community has petitioned against the death penalty. Australia as a nation is continuing  to protect its Sovereignty in various ways.  Killing these two men  is killing those families, Communities and Nation in the minds of  the killers. Indonesia has NOT suffered pain equivalent to death of its core values to punish these individuals by death. If it goes ahead – even after knowing the FEELINGS of Australians – Indonesia becomes an outsider to Australia and needs to be demoted to the lowest ranks within the Global Community.

Occupied Territories or Captured Territories?

A leading Sri Lankan of Sinhalese origin who was offended by the Genocide Resolution by the Northern Provincial Council in Sri Lanka, said in response:

If a 30 years war was fought and the common enemy was vanquished.. the NPC politicians should know to use their mandate to look after the people with the budget given without preparing resolutions on LIES... it is good for people to remind these people of this first without pointing fingers at us

To such Sinhalese – LTTE is the enemy. By using the word enemy – the above Sinhalese confirms separation – exactly what LTTE wanted. The occupied territories then become ‘captured territories’. That picture seems to be of a feudal society. This is likely to happen when we make claims of superiority by using the names of our ancestors who used the path of war to show their superiority. Instead, if we had taken the Truth discovered by such ancestor – whether it was pleasant or unpleasant – we would work today’s Democracy comfortably. The Northern Provincial Council is not able to deliver Democratic outcomes any more than the Rajapaksa Government did. The Sri Lankan Administrators at the top are the gurus of the common members of the Provincial Council.  Hence the unspent budget – which amounts to hoarding if retained at Provincial level and amounts to dumping if it returns to the Central Authorities. The International Community also dumped excesses in Sri Lanka and contributed to the war related outcomes.  Any war crime inquiry must begin with that kind of ‘dumping’ by foreigners – including India.

The resurfacing of   Indian Fishermen in Sri Lankan waters is the parallel of Indonesians using Australian waters to dump asylum seekers. At the bottom level and at the topmost level – there is no distinction between mine and ours. Indian Fishermen would consider waters around Tamil parts of Sri Lanka as theirs – unless there are physical restrictions. They see and they conclude/conquer. At the top – one consolidates and thinks by controlling the seen – as in the case of Lady Justice – until the seen becomes common in the mind. Common fact becomes Energy when it loses all physical form and is recognized as part of us – our Truth. The mind driven by this Truth is the steady mind.

The war damage happened due to both sides. One who celebrated victory over the other side – is an outsider and therefore is naturally the enemy when one uses the feudal structure. Tamils who blame the Government as being solely responsible are burying the contribution by the LTTE to escalate the problem to the global level.  They have already been punished through the ‘Terrorism’ label. Similarly – the war crimes resolution against the Sri Lankan Government at UN level. We are even now at that level and the Presidential elections confirmed this. Once we are ‘even’ – we need closure – so we ourselves would ‘see’ the picture/the Balance Sheet – not to show – but for our own purposes.

The confirmation of closure for the Tamil side would be strongly influenced by compensation for every unit of resource taken over by the Government. Without such compensation – the government would continue to practice the feudal system and invoke such in those open to it – such as the fishermen to whom the sea without physical occupation is everybody’s.  If the mind of the Tamil fishermen is low – they would not protect as theirs – waters that are legally Sri Lankan. Where there is no law in the mind of the user – the seen and the possessed is ownership. It is in the interest of the Sri Lankan Government to restore the self-confidence of Tamil fishermen – including through high level compensation (Presidential Homeland Rate for Northern Fishermen at http://austms.blogspot.com.au/ ). Every person/body that contributes to this as provider or beneficiary – is participating in good governance.
Money compensation without appropriate structure is also a problem in post-war Sri Lanka. Our family donated land for common pathway at the request of the People of Thunaivi – who were already using the land – to reach the main-road. Fences were often damaged towards their personal comfort. They are the parallels of Indian Fishermen using Sri Lankan waters. Later due to requests from Government managed development organization, we donated land for the building of Development Secretariat. That Secretariat is the parallel of the unspent budget of the Northern Provincial Council that the above Sinhalese is pointing to. Those folks who are Toddy Tappers are not able to use it and hence it is idling most of the time.  In the meantime – the ‘building and the access to water facilities’ provided by us  are fenced off and used largely as storage space. This is likely to happen if ‘compensation’ is given directly to Myliddy fisher-folks at the higher money rate.
At Thunaivi – we overcame the ‘possession is ownership’ problem by funding self-employment by those who showed commitment to earning their benefits. In terms of children we discovered that they came together more  for their kind of activities at the temple and also for playing games. They learn to play by the rule and recognize each other’s territories – including in terms of time. Ours is a small model but it is working. I would strongly recommend that the Provincial Council adopts this model – and becomes Accountable to all funding groups – including directly from international groups who demonstrate ground level connection with Northern Province.
Most important aspect of our management is Accountability. The coordinator in Thunaivi has been trained to provide us with monthly Accounts and we provide regular reports to our donors – not about how the monies were spent but about the values added. This article is one such Report.  The Northern Provincial Council could follow in this path and become a model for other Provincial Councils in Sri Lanka.

Those who feel comfortable in ‘program’ based spending – and therefore operate without closures – would keep traveling back into the past. Usually those who are complacent in their top positions tend to be such blocks. We need to seek and include as ours the pain and loss of others to develop a mind that is balanced and steady at the global level – to recognize others’ rights in benefits in our custody. Those others include our ancestors from whom we inherited common values and cultures and above all The Lord – Father to All of us. Mr. Rajapaksa became godfather due to making LTTE as his enemy instead of Tamils as his opposition. His guru was Prabhakaran of Myliddy area.

Gajalakshmi Paramasivam – 14 February  2015

Presidential Homeland Rate for Northern Fishermen

Today’s mail included  the news with a report  by D.B.S.Jeyaraj – with the  headlines: Northern Chief Minister Wigneswaran meets President Sirisena and “Explains” his Northern Provincial Council Resolution on “Genocide of  Tamils”.

I myself was trying to work out the karmic path in relation to the above Resolution, so that my contributions to self-governance in Sri Lanka would be ‘free’ of desire based politics. To me ‘freedom’ is the parallel of politics and independence is the parallel of self-governance. Former is the manifestation of the latter. When the freedom shown is more than the independence felt – then it needs to be channeled through the Administrative path based on independence realized by others. When this is done collectively on the basis of belief based majority vote at the primary level – it is a political decision. When it is on the basis of consolidated belief and therefore through use of common principles and laws – it is an Administrative decision.  Unpracticed principles through which status is often claimed often leads to expressions of ‘freedom’ without an independence root. Right is a flow of independence. The question is whether the Resolution is political or administrative.
As per the above report ‘Chief minister Wigneswaran had also told President Sirisena that the resolution was an “expression of the emotions and feelings of the Tamil people” and was aimed at ensuring that the Tamil question remained a live issue on the international radar.’
That confirms that it is for the purpose of International Politics and not for the purpose of local Administration – not at the moment.  The Northern Provincial Council has the responsibility to integrate the consolidated value of this Resolution in the Administration of Northern Province and do so independent of the National Administration.  One way would be to identify groups of communities with special needs and seek global resources on project basis – so those victims would  have the opportunity to be valued by the International Community as part of themselves. One such area of opportunity seems interestingly enough to be the fishing village of Myliddy.  Myliddy is part of the area that was home to LTTE leader.  The background is reported as follows:

‘Chief among topics discussed was the question of Indian fishers poaching in Sri Lanka’s northern territorial waters….. The chief minister along with provincial fisheries minister Deneeswaran briefed the president of the prevailing situation in the northern fishing sector today. It was pointed out that fishermen from Tamil Nadu were emboldened by the lack of action by the Sri Lankan navy after the change of Govt in Sri Lanka after January 8th this year. As such the Tamil Nadu fishers were entering and poaching in northern waters en masse on a scale never seen before. Fishing gear of Sri Lankan Tamil fishermen were deliberately damaged and destroyed by the Tamil Nadu fishers who intimidated the Sri Lankans by sheer numbers.
Wigneswaran suggested that both countries engage in joint patrolling of coastal waters to prevent poaching. He also recommended that bottom trawling be prohibited.
Chief minister Wigneswaran also urged that lands under army control be returned to the rightful owners and that Tamils under detention for terrorism related charges be released as soon as possible.
President Sirisena lent a sympathetic ear to the issues raised by Wigneswaran and assured him that they would be addressed gradually but speedily. He said that Sri Lankan officials would take up the fishing issue in detail with their Indian counterparts while he himself would touch on the subject in his direct discussion with Indian premier Narendra Modi….. President Sirisena also said that there are areas in the North where the lands cannot be returned at the present juncture due to national security considerations. One such area was the coastal village of Myliddy which now forms part of a security triangle with Palaly and Kankesanthurai.President Sirisena said that the Government would set up a model village in the North and re-settle displaced families from Myliddy there. He told Wigneswaran that cabinet had sanctioned this project.
According to Govt officials 1022 families from Myliddy now scattered in 14 places in the Vadamaratchy sector will be re-setled in the coastal village of Vallalaai which is about 4 miles away from Myliddy. Currently the families engaging in the traditional occupation of fishing do so from Point Pedro in an area known as “Myliddithurai”. After being re-settled in Vallalasai they will be given permission to fish from the Myliddy coast if they wished but not be allowed to reside there
According to Govt officials 1022 Myliddy families now will be given 20 perches each in an area of 220 acres coming under J/284 Grama Sevaka division in Vallalaai. Grants will be provided to construct houses under a model village scheme. Schools, a hospital and community centres would be constructed. Provision will be made to set up religious places of worship in the new model village.’

If  Tamils to whom Myliddy is home are to be compensated for loss of their homeland – the value  must be at the highest national level – as if the land was around the Home of the decision maker – the President. ‘Home for Home’ is the confirmation of Equal Opportunity. Allocating 20 perches in Vallalaai is an insult to the Tamils to whom Myliddy is home. The folks of Myliddy would have owned various extents of land before the exodus. The land compensation needs to be proportionate to the area lost and not a uniform area of 20 perches. It is important to recreate  the traditional structure prior to the evacuation.   The rate per unit area, as stated above,  needs to be the Presidential rate. The President cannot be expected to compensate at a higher rate than he would compensate himself for loss of his home. If  the International Community – especially the Tamil Diaspora -  seeks to raise this value – they ought to be facilitated to do so through special projects which would  show the money value of their contribution.

Everyone who is serious about ‘rights’ needs to take this opportunity to at least show their own valuation so that the land value lost is escalated to human value – towards developing a Tamil Nation which would strengthen all nations that are home to Tamils.

When the self-esteem of the Myliddy fisher folks is high due to their high value homes – they would feel  greater confidence to protect their waters from Indian poachers.  That is how  - the homemaker’s high standards raise the mind of the money and status-making spouse – when those home standards are appreciated and carried by the latter to the workplace and beyond.

Gajalakshmi Paramasivam – 13 February  2015

From Tiger  Teeth  into The Hindu Mouth

Concerns of many Sri Lankans have been raised after the publishing of Dr. Dayan Jayatilleke’s article ‘Chief Minister Wigneswaran Explodes “Genocide of Tamils” Bomb via Northern Provincial Council Resolution’ published at http://dbsjeyaraj.com. I received the message about the Resolution  through the Sri Lankan Diaspora, independent of Dr. Dayan Jayatilleke who unlike many others has not reciprocated my gesture of including him in my email list. I concluded that to him I am not a cow with a bell – like Chief Minister Wigneswaran is. But to Chief Minister Wigneswaran the Indian Politicians seem to be the cows with bells – as has been confirmed by the Indian Newspaper ‘The Hindu’ picking up the news. To Dr. Dayan The Hindu bells must have tolled for his group of politicians.

In response to the Diaspora news which I value very much, I published my assessment at  http://austms.blogspot.com.au under the heading ‘From Sinhalese Frying Pan into Indian Fire?’  . Today there was some negative return to my article, from a Tiger supporter, and I concluded that the above Resolution was the manifestation of LTTE minds within the Northern Provincial Council.  Later I received the above article by Dr. Dayan Jayatilleke. In terms of that,  the title that comes to my mind is ‘From Tiger  Teeth  into Hindu Brain

I was specifically asked by global minded Diaspora members for my opinion in terms of armed forces in North and I responded as follows:

I was in Jaffna during the first month of the new regime. Did not find any army on the roads. More importantly did not hear any concerns from the grassroots folks. The reception at the Colombo Health Ministry was even better. The new regime is trying to make amends the way they know it – and it is up to us to  receive and include that in our administrative systems instead of using the new freedom to play politics.  Those of us of the Diaspora are in a better position to express this openly than are the likes of Wigneswaran and Sampanthan

As a direct participant working independently through the existing structure I tend to invoke in the other person my own investment in common values of the system.  I appreciate that not many are able to do this and hence they resort to Politics. To my mind, Dr. Jayatilleke is also playing Politics. The Key Indicator of this in the above article is embedded in the following passage:
This is a Tamil nationalist mainstream move, which demonstrates that Tamil nationalism remains within the paradigm of the Vadukkodai resolution. This ‘Genocide’ Resolution 2015 could be dubbed the Son of Vadukkodai Resolution 1976.’
To my mind this is ‘Valvettithurai1 Memorial Resolution’ unless the likes of Dr. Dyan whose mind seems to not restructure itself to suit the current realities vs the current needs of Sri Lankans, seek to make it internationally exciting for the Diaspora on both sides of the ethnic border.  Dr. Dyan reads his tomorrow through today’s Mr. Wigneswaran and rightly so if he has not drawn the line of separation of powers. Likewise Mr. Wigneswaran is reading his tomorrow through his parallels in the new regime. Neither is balanced as per Democracy that Sri Lankan Administrative system continues to be lacking in. In a Democratic Administration – Genocide by Sinhalese would have been measured at the same time as Terrorism by Tamils – using common principles. Until the Provincial Council takes Equal Responsibility as the National Government to give both sides Equal Footing – their declarations are from a lower status than those of the National regime. They do not have the support of the Administrative force to travel beyond local borders. But one who has promoted political decisions as administrative decisions – would naturally fear such resolutions by the opposition.

Politically speaking – Tamils of Northern Sri Lanka would tend to balance the majority power through Tiger power combined with Indian Politics. This is natural. The email that was sent to me had reference to the Resolution as well as the book release in India in the same message. Sinhalese need this pressure to get their Administrative systems in order – so that one does not wait for ‘Politics to Tell’ through majority power and armed power. If we sow the seeds of separation through majority power – we must be ready for the returns through armed power and v.v.

As it stands now – the decision by TNA leading Northern Tamils to vote for the new regime sends the clear message that they are open to development of common solutions. Political actions confirmed through elections are the only valid Political decisions until the following elections. The time between the two must be used to develop strong Administrative structures and systems – that would make us common citizens wherever we may be. The Colombo media have done right to not get excited over this.

Gajalakshmi Paramasivam – 12 February  2015

From Sinhalese Frying Pan into Indian Fire?

As per recent  news reports, the Northern Provincial Council of Sri Lanka adopted a resolution in relation to alleged Genocide against Tamils. The Council is invoking UN principles as follows:

It also said that the UN Security Council should refer the situation in Sri Lanka to the International Criminal Court for prosecutions based on war crimes, crimes against humanity, and genocide adding that alternatively or concurrently, domestic courts in countries that may exercise universal jurisdiction over the alleged events and perpetrators, including but not limited to the United States, should prosecute these crimes.” (Colombo Gazette)
Along with the above report came the reference to the book released in this regard in India :
Mysuru: “India has played a significant role in bringing back justice for Tamil Eelam and to remove extermination of Tamil race in Sri Lanka”, said former IAS officer M G Devasahayam on Saturday November 29. He was speaking during the book release of ‘Unfettered genocide in Tamil Eelam’ and 'Enlightened Rule of Nalwadi Krishnaraja Wadiyar’. ‘Unfettered genocide in Tamil Eelam’, has been authored by Karnataka State Open University V-C M G Krishnan, Paul Newman of Bangalore University and professor G K Nathan. The authors have clearly mentioned how, in the face of a series of exclusionary acts by the Sinhalese dominated parliament, Sri Lanka’s Tamils came to the inevitable conclusion that they could never achieve equity under a Sinhalese dominated government”, he added describing the book”

Achieving equity is in the mind of the citizen. Sri Lankan Tamils who continue to practice the dowry system – without separation of powers between the functions of man and woman – are yet to appreciate the equality of women.  Where majority in the Tamil Community practice the dowry system without the above mentioned separation of powers – their definition of Genocide is emotional expression using hearsay. In any case – I am at least One Sri Lankan Tamil who realized equity as a Sri Lankan – through the Administrative path and my own Truth discovered as Equal partner of Sinhalese in various Sri Lankan institutions. Wherever there was an Administrative path  I became independent of politics to get promoted to the Administrative level. Where there was no Administrative path – I took my position as per the other person’s Truth and discovered that they did not think I was less than them but that sometimes they desired excessive benefits for their  higher status  – just like Tamils also do. It is disappointing to note that the Northern Provincial Council of Sri Lanka is practicing politics above Administration.

Relying on the  UN  to solve our problems is like relying on the king and abandoning the husband (Tamil saying). The role of the Provincial Council is to manage with lesser powers than the National Government and not add itself to global politics. The LTTE added itself to Indian politics and we ended up with IPKF (Indian Peace Keeping Force) problems. Those of us who claim that members of the LTTE and other armed groups which are included in the Tamil National Alliance – are war heroes then there can be no claim of genocide. If we claim that there was genocide – then all those who died – including Tamil combatants – are victims of war. To the one mind, the same person cannot be both at the same time in the one issue.

Some may conclude that what happened amounts to Genocide. In that case for the Sinhalese side – what happened due to LTTE is Terrorism. It would be to the mind driven by Dharma/Righteousness. Truth when surfaced would manifest outcomes with equal opposite sides. If both sides produced – then both must be included in the decision making. A society using such balanced knowledge would be a wise society. Those who produce emotions as knowledge promote ignorance.

The Academics of Karnataka State Open University who have authored the above book – should have discovered the Truth as if they had the experience. Towards this one has to renounce all political / emotional benefits at the physical level. Emotion is the flow of the physical. It takes double the time to become knowledge – complete with both side emotions and  be promoted to the higher logical level. Through the above resolution, the Northern Provincial Council has confirmed that like the National Government, it is also driven more by politics and less by Balanced Administration. My concerns were raised when earlier this month a group of Health workers in North approached me after the Provincial Council failed to structure their problem administratively. The above resolution is alarming considering the level at which the failure has happened.

The Hon. C.V. Wigneswaran – the Chief Minister of  Northern Province – due to his previous portfolio as part of the Judiciary – is expected to have appreciated the need for separation of powers between two parties of Equal Status – each delivering their own independent decisions in relation to particular matters. Mr. Wigneswaran who is known for his knowledge of  Thesawalamai Law particular to Northern Tamils of Sri Lanka – would appreciate that dowry is given to a daughter to honor her as head of a new branch of the family. The daughter passes that on to her daughter. The son similarly gets Muthusum (inherited property). They are both Equal only when they are diverse and therefore cannot be related at the physical level.  If we do not recognize this diversity – the woman is of lesser status than the man in a family practicing the dowry system. Likewise – Tamils who seek special settlement as minorities. To the extent we consider ourselves Equals – we need to demonstrate diversity in our position responsibilities and lineages. If Tamils seek the assistance of the same UN which listed the LTTE as Terrorists – then we list ourselves under one Administration. Then to make and publish our own decisions/judgments – we ought to ensure that those decisions were made as per the laws and principles of that Administration. UN has confirmed that  LTTE did not fight as per UN policies. TNA needs to distance itself from LTTE and other armed groups – if it is to judge itself and its opposition through UN policies / conventions.

In terms of individual countries and bodies within those countries – there is no Administrative jurisdiction to decide on behalf of the whole Community. Karnataka State Open University  for example does not have the jurisdiction to decide for the purpose of supporting global administration -  that what happened in Sri Lanka was Genocide unless it  publishes its decision as to whether  the LTTE were terrorists or Freedom fighters.

In both instances one using the  subjective path must establish that  the cause of the damage was due to Genocidal intentions and Terrorism intentions respectively. The measures used must be global. A person using the ‘effects’ and therefore the objective path – needs to use majority judgments published by all independent participants using the global path. That is the message through Lord Muruga’s six faces of Equal importance.

If therefore the Sri Lankan Government is guilty of Genocide – then so is the UN.  If the LTTE is guilty of Terrorism – then so is India.

In terms of the Diaspora – a Tamil who is hurt / damaged by a Sinhalese has the right to take action as per the laws of their country of current residence. The Diaspora can politically influence through their governments – but to make one-sided statements directly, amounts to hearsay – even when published through a University or through the Provincial Government. It has no administrative value. An Australian Tamil has the Administrative power to take action against and Australian Sinhalese  but not against a Sri Lankan Sinhalese.  The more we receive information / news through the regulated path – the less likely we are to make mistakes.

The way we bring information into our mind is important if we are to practice reliable Administration. In a family for example – emotions need to be received and expressed through our positions and/or common processes, if one seeks to develop strong structures and systems. Traditional values were developed through such one-sided path due to Trust / Common faith. A family driven by emotions needs to ‘wait’ until time tells and this waiting is supported by Trust/Faith.

Where such Trust / Common Faith is weak - Democracy facilitates for us to surface both sides at the same time – without waiting for ‘time to tell’. But unless juniors / minorities – pay their dues – they would not feel the independence to produce their own outcomes.

LTTE sought the power of arms to ‘show’ equal power.  But within the LTTE leadership there was no parallel of the Other Half – the Equal head for Internal Administration confirming Equity between Operational head and Administrative head. As wise Hindu elders say – those who maintain Dharma (Righteousness) are maintained by Dharma. To the extent we maintained global laws – we would be looked after by the global community. One expecting more is expecting handouts. That is disrespectful of our traditional values on the basis of which we claim to be a sovereign community.

Pre School in Vaddukoddai where the first Political Declaration of Self Governance was made in 1976 through the Vaddukoddai Resolution

Gajalakshmi Paramasivam – 11 February  2015

Warriors or Healers?

I resigned from a Sri Lankan Forum, because I could not ‘see’ myself  in the young members who were hastily promoted to Committee positions.  The apparent reason for such quick promotion was their ‘show of cleverness’.  That happened also with the Political Rebel groups – JVP (Sinhalese) as well as LTTE (Tamil) - in Sri Lanka.

The stronger the mind connection the greater the fulfilment one enjoys of one’s work. When the focus is more on immediate returns  - the deeper values are lost consciousness of. I would rather contemplate and  connect to the minds of my ancestors to have the deeper experience than be part of  production of quick outcomes.

My resignation from the Sri Lankan Forum  was due to not wanting to be seen as being responsible for the  outcomes produced by immature leadership – driven by cleverness rather than feeling of ownership.  Young ones who have had the real experience – would make more valuable contribution than those who ‘know’ largely through  hearsay. To my mind, knowledge without faith is hearsay.  If we are to be strong locally / institutionally,  the older generation’s Truth needs  to be the foundation  on which the younger generation’s systems are developed.  Hence hasty  leadership allocated to young ones without the experience,  would lead to ‘club’ attitude.  Often dependent seniors tend to take shortcuts just to keep a position going for themselves and thus become part of the ‘club’.  I enjoy the freedom of connecting to higher minds – and hence distance myself from clubs.  Meditation helps me to connect to minds of those I have never met physically and those who lived on this earth before my time. The higher the mind as per Truth - greater the order of thought.

Through meditation I was able to keep the mind still – so that I did not expect returns as per theory. This helped me work out the ‘gap’ between the known causes of my experiences and the forces needed for a particular outcome that was part of the experience.  The urge to recognize this ‘gap’ was stronger when the outcome was unpleasant to me.  When the outcomes were pleasant – I tended to accept them as having been earned by me. When they were unpleasant – I started looking for deeper reasons. Through this process of inner search – starting with a still mind, I discovered that when I accepted lower grades / benefits after doing my best to get the grades / benefits as per the official system my contribution did not ‘get lost’.  It got converted to commonwealth which when lost consciousness of – became a common force.

Relative to others in the Australian Public Health Service – the money and status returns I received  for the work performed as per my interpretation of my portfolio   were lower. But later when I was recruited by the  Medical Faculty of the University of New South Wales – that was more than a certificate.  It became a deeper force through which I communicated with the Dean of Medicine who recruited me. I accumulated more such Energies while working for the University through the Medical Faculty – always conscious of the total picture. I had much pain when my expectations to be recognized for that work did not get fulfilled. But I did not take revenge. Instead I sought to know why? Meditation helped me recognize  that the outcomes were a combination of forces that were beyond the control of individuals – for better or for worse.  This helped me bring about closure. Later I recognized that ‘Health Service Force’ when I had the opportunity to go to the war  camps in Sri Lanka in 2009 and serve the needy and also in 2015 when I was able to facilitate the escalation of problems faced by war victims in Northern Sri Lanka working within the Public Health system. Had I not accepted the weaknesses of  the University staff as mine I would not have brought about closure. I did so AFTER escalating my pain to the highest level through Due Administrative and Legal Processes. Had I not accepted the  ‘gap’ as being part of the weakness in the system  - I could not have brought about closure at the national level. Once I brought about closure at the national level  the surplus – got converted to global energy and hence the higher opportunities in Sri Lanka which is more global now than it was in three decades ago.

I accepted the weaknesses of the LTTE Administration as my own after I worked with them through a UNDP project in 2003. There again I was not paid as agreed but I became global given that UNDP is global. This helped me become part of the system that was the soil for such rebellious roots. Those roots are still there and any compensation to victims above their earned levels would weaken the soil that is home to other sections of the Tamil Community as well as to common Sri Lankans.

When wrongs remain uncorrected by the official system they become social problems. When social problems are neglected they become our permanent weaknesses/sins. Such sins are beyond correction by the human systems. Those who travel deep and have the experience from both sides – realize the power of ownership. That’s when we realize that the contributions we made genuinely – are not lost  - but convert themselves into Energies and are in waiting  to influence our wholesome experience. Then we  cease being warriors and start healing  through our  natural participation
